DINO: Demonstrator for Innovation in the Public Sector

DINO
working

Public actors who work with operational and administrative tasks or with issues concerning regulations, do not always have an organization or structure that is suitable for innovation or transformation. To meet the demands placed on public actors, DINO aims to develop a model and structure for innovation work.

Results

Innovation is crucial for addressing the complex challenges faced by the public sector, yet many organizations lack the necessary conditions to succeed. Through the DINO project, RISE has developed a method that supports public organizations in running innovation projects that create long-term value.

In the project, we combined research and practical efforts to develop tools that address both cultural and organizational barriers to innovation. A central component of the process was the "Learning Journey", a learning intervention based on the "Double Diamond" model. Through workshops, lectures, and practical exercises, participating organizations enhanced their capacity to work user-centered and systematically with innovation.

An important insight from the project is that the success of similar initiatives heavily depends on organizational readiness, clear objectives, and a willingness to integrate and sustain new ways of working. Despite the challenges, the "Learning Journey" served as a catalyst for increased awareness of the conditions for innovation and the importance of user-centered design.

The lessons learned from the intervention form the foundation of the handbook and method developed by the project to strengthen innovation efforts in the public sector.

About the Project DINO

DINO is a RISE project that aims to develop a concrete innovation support - method lab - for lifelong learning and skills supply.

Authorities and other parts of the public sector have a great need for development to meet the needs of society. Often, however, the organization is not rigged to work with development or development projects within its own structure, and there may be concrete challenges that slow down. This can be, for example, organizational challenges, culture, law, finances, lack of competence or project management.

In the DINO project, RISE will develop a test bed where pilots and demonstrators from the public sector can explore innovation and renewal, with the help of a developed and quality-assured process and the support that the organization needs. RISE is well equipped for this with its bank of expertise in a wide range, from process and project management, innovation expertise, training etc.

The purpose of DINO is thus to eventually offer a package of methods, tools and resources that lower the threshold of the public sector to begin innovation work. A support that sheds light on the challenges of government and public organizations within the framework of the global challenge of skills change.

Digitalisation within tourism & cultural sector

Digitalisation within tourism & cultural
Dance with Synapses

The actors in cultural and creative industries are an important cornerstone in democracy, and together with experience-based industries and the hospitality industry an important sector for Sweden's economy, competitiveness and sustainable societal development.

Even before the Covid-19 pandemic, digitalisation in society began to change the conditions for these industries, and when the pandemic hit these players disproportionately hard, the need for increased competence in digitalisation became even clearer. RISE works to, together with actors from the industries and government agencies, help these sectors with skills development, development projects and trend research linked to digitalisation.

Digitalisation in society is accelerating and is something that affects all sectors based on how they can, should and are expected to work and organize themselves, as well as what services they must offer their customers in order to be relevant. The hospitality industry and the cultural and creative industries are no exception, and in large parts of these, this adaptation has lagged behind. The sectors thus have a great need to develop, both in terms of leadership and organization as well as new services, experiences and offers in the digital age. For the industries, this is precisely a pure survival issue.

RISE works in several ways with digitalisation in the hospitality industry and the cultural and creative industries. We have expertise in digitization as a central concept, and how it affects all parts of work and life in society; as well as specific expert skills in important areas, such as machine learning, artificial intelligence, visualizations and design, ethical data management, pedagogy, prototype development and interaction design. In our role as research institutes, it is our mission to both keep up to date with the latest developments in digitization, as well as support organizations in understanding what is on the horizon. RISE also has a long experience and a wide network of contacts by working with precisely these sectors, and thus has a good understanding of the industries' specific needs and unique conditions.

We have previously worked in close collaboration with the National Heritage Board and been part of Linnaeus University's competence development for the actors affected by the Covid-19 crisis in the hospitality industry and the cultural sector. We conduct a number of development projects together with the creative sector and innovation actors such as science parks and incubators throughout the country. In addition to these initiatives, we have the knowledge and interest to explore how we can convey, shape and enable place-bound cultural heritage and experiences, traditional craft methods and art, and difficult cultural heritage at a distance or through digital technology.

RISE can assist with everything from consulting, lectures, training materials and execution of competence-enhancing initiatives, to development projects, prototype development, service and concept design in digitization for KKN and the hospitality industry.

Safety in urban planning - safe urban environments for whom?

Safety in urban planning
Bus, roads, mobility, traffic, city

Safety issues are a core concern in the design and management of today's urban environments. However, it is not always obvious that existing knowledge on what generates feelings of safety for different parts of the population (based on e.g. gender, age and ethnicity) has an impact on actual urban designs. This project wants to reduce this gap.

This project was initiated by City of Gothenburg. Its' main purpose is to reduce the gap between what we know about safety in urban environments and how urban environmnets are actually designed and managed. Its' goal is to develop a practically oriented material for design- and dialogue directed at civil servants in the City of Gothenburg.

The project is comprised of two parts.

Part 1. Developing a knowledge basis. RISE conducts a number of so-called rapid reviews, meaning small and rapid, yet systematic, research reviews on selected themes (e.g. gender, age and socio-economics). RISE also arranges a so-called research circle within which employees from the City of Gothenburg are allowed to meet, discuss existing research and relate it to their' daily work.

Part 2. Implementation. A process mapping excercise is carried out in which the city's existing urban planning processes is mapped, including how they relate to safety issues. Through workshops, core development needs and gaps are identified. The project's final deliverable is also defined in terms of its' format as well as its' implementation.

Based on the results of Part 1 and Part 2, a practically oriented material for design- and dialogue around safety issues is developed. The material could, for example, consist of models, matrices, visualizations, design principles, criteria, discussion questions, knowledge compilations, case descriptions etc.

Each year, many millions of children are exposed to painful medical events such as vaccinations, blood tests, minor surgeries or invasive examinations. Children often perceive these events as frightening, which can lead to failed treatments, slower healing and anxiety about medical procedures.

The project’s objective is to strengthen empowerment and trust of the child and their parents during medical procedures and to prevent procedural anxiety and trauma. This is achieved through development of an innovative digital tool integrating multiple evidence-based principles tailored on the age and developmental level of the child.

The project runs over a period of three years from January 2020 until December 2022. The funding is provided by EIT health.

In the tool, an attractive and colorful bird-like creature, named Milo will be the companion of the child during the hospital visit and procedure. The “Breath of Nature” is a magical world where the child is invited to join. A multi-modular app with trust-enhancing, relaxation and training modules for the children and their parents will be developed and can be used in the waiting room or at home. Central in the little nirvana experience is the procedural encounter. This will be embedded in a multisensory 2D/3D experience. A service is developed for the care providers, with which they can control the interactive experience based on the patient's status and needs/phases of the procedure.

Democracy and digitalization

Democracy and digitalization

The digital transformation of society affects us all in many ways, and also our democracy. Our democracy isnt static and must develop and adapt to meet the needs of our time and the future. To strengthen democracy and society, research, innovation and development are important dimensions.

Democracy is under continuing change and development. Digitalization is one of the stronger driving forces for change in our time and it creates both opportunities and challenges. Digitalization can enable better possibilities to meet, make decisions and develop the tools, methods and and processes of democracy. But simultaneously, digitalization challenges democracy through threats such as desinformation, hate, digital divide and cyber threats.

We who work with democracy and digitalization at RISE meet these challenges and opportunities with a transdisciplinary competence where social, societal, technical and judicial perspectives meet. Our competence creates opportunities for change and transformation through applied research projects and exploratory work in cooperation. Our competence supports and develops our partners work for a strong democracy. We work to mitigate the risks digitalization bring to democracy, as well as strive to engage in explorative and future looking work to utilize the possibilities digitalization can have.

Citizen Dialogues for the future of Public Services around Life Events

Citizen Dialogues
DIGG

DIGG (Agency for Digital Government) are working on a vision of public services 2030. In order to better understand the needs around Life Events, research was carried out focused around citizen dialogues to provide the base for creating a digital roadmap in the public sector. Material produced from the research will be used for ongoing discussions.

One of the major current trends is the move towards ’invisible’ government and pro-active services to make government services more efficient and accessible. This implies a wide-scale adoption of digital services (e.g., AI, virtual assistants, chatbots, etc.). Provision of such services requires a very good understanding of citizen needs.

RISE received the task to implement research focused on citizen dialogues (medborgareundersökning). The major aims of the research are to understand:

  • When and how do citizens make contact with public services, when is it needed, and when is it unnecessary.
  • What contacts do citizens want and not want.
  • What do citizens feel confident about public administrations doing automatically "behind the scenes".

Citizen dialogues were implemented using online focus group interviews. Interviews were arranged around specific life events: "Finding somewhere to live", "Having a child in Sweden", and "Victim of crime". The analysis of data helped to identify a number of issues that citizens encounter when approaching governmental authorities today. The analysis also provided key insights about:

  • Citizen's perception of personal contact and contact with automated systems.
  • In which circumstance one type of contact is more preferred than another.
  • Being inside and outside the system.

In the research, we have also identified the key elements important for governmental digital services, which should be in place for these services to take off. These are:

  • Digital.
  • Trust.
  • Inclusion.

The project was implemented in close contact and in continuous dialogue with DIGG. Results of this research will be used by DIGG to formulate their vision and for discussion with different stakeholders. These include EU authorities, Swedish authorities and agencies, municipalities, regions, academia, and citizens.

Internal audit can be one of the company's most important tools for improvement!

During the course, we cover the basics of audit methodology and how you can plan and carry out internal audits in a good way. We mix the theoretical bases with practical exercises, and the goal is to have a good understanding of how to plan, carry out and monitor an audit in a practical and effective way.

After the physical course, you conduct a small mini-audit at your workplace and then, in a digital follow-up session, we discuss how it went and also address other issues that have come up in the meantime.

We take ISO/IEC 17025:2018 as a starting point, but see that the course is also applicable to other standards. To benefit the most from the course, you should have participated in an audit.
