From debt to innovation: New perspectives offer solutions to climate change

Climate change has long been characterised by reactive thinking and blame. But meeting the challenges of the future requires a new perspective that puts human needs and innovation at the center. – Businesses and cities should see climate change not as a blame game, but as an opportunity to innovate, says Dennis Pamlin, innovation expert at RISE.

Ever since the Kyoto Protocol was signed in 1997 and the world's nations agreed to reduce emissions by 5.2 percent, the climate issue has largely been about one thing: meeting targets by optimising existing systems. 

The issue was, and in many cases still is, reactive and blame-driven. Dennis Pamlin describes this as a static problem perspective.

– It assumes the world is the way it is. We have talked so much about the urgent that we forget that the world is changing very rapidly, he says, adding: 

– At the same time, climate leadership has become almost a matter of creative accounting. The sustainability world has created its compliance-driven ecosystem of offsetting and reporting. You want to be able to say you are doing a lot.

Mission Innovation to accelerate green innovation and development

During COP21, as part of the 2015 Paris Agreement, 20 of the world's leading economies launched Mission Innovation – an initiative to accelerate innovation and development in green energy and new technologies.

– That is when something exciting happened. We said we're going to let go of the old perspective, we're not going to look backwards, we're going to look at innovations that drive development forward, says Dennis Pamlin.

But changing the perspective has proven easier said than done. – A lot of people are a little shocked at first when you say we should not focus on reducing emissions. They think you're a climate denier or crazy, Dennis Pamlin says with a laugh. – Of course we need to continue to reduce emissions in many places. But what we are saying is that you should shift your focus to human needs. We cannot have companies and cities looking at climate as a liability issue, they should be looking at it as an innovation issue that drives their business.

A paradigm shift in sustainability

There is a paradigm shift in sustainability with the expanding innovation agenda at its centre.

– Instead of trying to create a less bad version of our current society, we want to push forward and make the world a better place. That's Mission Innovation, to try to think in new ways, to be passionate about how you can help create tomorrow instead of feeling guilty about the past, says Dennis Pamlin.

For example, instead of just electrifying the car fleet and continuing to build cities around cars, we should focus on smart urban planning that encourages cycling, walking and new solutions – Imagine a world where a drone delivers medicine directly to your home, instead of you being stuck in a queue to pick it up. These are the kinds of solutions that not only simplify people's lives but also reduce resource use, says Dennis Pamlin.

Tools measure positive effects of innovations

Within the framework of Mission Innovation, RISE has taken on a role as a leading international partner for climate innovations. RISE is leading the work on Net-Zero Compatible Innovations, with Dennis Pamlin as executive director. They have developed a tool that measures the positive effects of innovations – not just for specific businesses, but for humanity as a whole. 

– Sweden is often seen as a country of innovation, but what do we actually measure? The number of patents or educational programmes is not everything. Measuring how innovations improve society is harder than measuring marginal improvements on a car, but we need new indicators to see how we are making the world better. To succeed, we need to collaborate more and create structures that steer us in the right direction – even without perfect data, says Dennis Pamlin.

RISE plays a key role as a catalyst for climate innovation by combining technical expertise with national and international collaboration. Through partnerships with cities, startups and global networks, the institute also connects actors.

– We have developed tools to help actors identify their strengths and weaknesses, with a focus on linking human needs, solutions and export opportunities," says Dennis Pamlin.

Cities and companies can use the tool to analyse their needs and resources to create conditions for sustainable cooperation and long-term development. From mapping stakeholders and resources to identifying common goals and initiating collaborations that strengthen both local solutions and global opportunities, the tool makes it easier.

Creating collaborations for new types of solutions

For example, a city may identify a problem but lack insight into what solutions exist. At the same time, there may be start-ups in the same city that have developed relevant solutions but have not focused on those needs.

– By creating partnerships between these actors and also involving export actors, we can not only solve local problems, but also give startups the opportunity to spread their solutions internationally, says Dennis Pamlin.

Sweden's biggest effort for the future of water

Hand in water

Unlimited access to water has long been taken for granted in Sweden. But is the water supply really infinite? Do we have a plan for future climate change? And how prepared are we for future crises, such as water shortages during extreme droughts or major floods? Water Wise Societies has been tasked with securing Sweden's access to sustainable water, with RISE at the helm.

Sweden's water sector faces major challenges in the coming years, ranging from ageing water and wastewater systems, climate change in the form of droughts and extreme weather events, to high levels of PFAS in drinking water in many parts of the country.

Aligning challenges with the water sector

The Water Wise Societies innovation programme has been tasked with coordinating the challenges and leading the development work to secure future access to sustainable water. The programme brings together representatives of the water sector – from the public sector, industry, research organisations, institutes and civil society – and is led by RISE in collaboration with five partners.

"To succeed in such a large and complex transition, coordinated cooperation is needed," says Marco Lucisano, Executive Director, Public Sector and International Relations at RISE, where water is one of the main areas of activity.

The Swedish Water Association, which brings together water and wastewater companies, is one of the programme's partners.

"Our industry is facing many challenges. I believe the programme will be a catalyst for innovative ideas," says Henrik Wingfors, Head of the Water Services Unit.

Swedish Water is responsible for two work packages within the Water Wise Societies programme: capacity and training, and policy development.

"Both areas need to be strengthened to facilitate the transition in line with the programme's vision and goals, for example for climate adaptation," he says.

It is time for a societal approach to water issues

Engaged stakeholders drive change

All stakeholders involved in or affected by water have the opportunity to get involved in the programme's initiatives. Elin Flodin, Project Manager at RISE and Programme Coordinator for Water Wise Societies, says that it is already possible to apply for funding from Vinnova for collaborations that will lead to proposals for sustainable water solutions (see fact box).

"As the programme progresses, there will be further calls for proposals on all kinds of water-related topics. These could range from discussing challenges in specific sectors, finding new ways of working or developing communications to inspire smart water use, to developing new policies on water issues," she says.

"Those who want to get more involved and help shape the direction of the programme are also welcome to contact the programme management and join as a member of the programme."

"It is important to bring in as many perspectives as possible from the beginning of the change process," says Marco Lucisano. "But the programme also aims to quickly launch different initiatives to learn lessons that can accelerate sustainable development."

"That is why Water Wise Societies focuses on collaboration and constant forward movement," he says.

The ultimate goal is to make water available in the right quantity and quality for people, the environment, business and industry to thrive – despite a changing climate. But the innovation work will also put Sweden on the world map as a future business partner in water issues.

"What is unique about this programme is that we are working together in what we call 'from source to coast', and that we are solving the various challenges together. It is time for a societal approach to water issues," concludes Henrik Wingfors from Swedish Water.

How Water Wise Societies works

Water Wise Societies was launched in March 2024 and has a budget of just over SEK 100 million per year to be distributed to various initiatives. The initiative will run for five years, but it is planned to continue for another five years. The vision is "Sustainable water for all by 2050".

The programme is part of Impact Innovation, a stakeholder-driven, long-term innovation collaboration to accelerate the transition to sustainable societies and global competitiveness. An initiative of Vinnova, Formas and the Swedish Energy Agency.

RISE leads the programme in collaboration with the IVL Swedish Environmental Research Institute, Stockholm Environment Institute (SEI), Svenskt Vatten, Linköping Science Park and Lund University. In addition, the programme currently has 60 active members who are affected by the water issue in different ways. Anyone interested in joining can contact the Programme Management.

During the course of the programme, several calls for proposals will be launched on all possible water-related topics. Those who wish to contribute can do so initially by applying for funding through Vinnova. Approximately SEK 100 million per year will be distributed in this way when the programme is in full swing.

Vad innebär hållbart vatten för alla? 

Water Wise Societies målsättningar kan sammanfattas i fyra områden:  

  • Vattenresilienta samhällen: Samhällen byggs och förvaltas i harmoni med vatten och är motståndskraftiga mot klimatförändringar och kriser. 
  • Välmående sjöar och vattendrag som är skyddade och framtidssäkrade. Källor till föroreningar är identifierade och minimerade. 
  • Tillgång till vatten: Alla har tillgång till tillräckligt med vatten för att säkerställa blomstrande ekosystem, säkert dricksvatten, mat- och energiproduktion samt konkurrenskraftigt näringsliv. 
  • Klok användning av vatten: Alla delar av samhället ska bara förbruka den mängd och kvalitet vatten som de behöver och resurser från vattenströmmar cirkulerar på ett säkert sätt.

Kommunerna spelar en viktig roll i att lösa klimatanpassningsfrågan i sin roll som såväl kommun, som fastighetsägare och som ansvarig för allmän plats. Under projektet genomförs ett policylabb där beslutsfattare på Trelleborgs och Karlskronas kommuner integrerar forskningsperspektiv med hjälp från RISE, Karlstads universitet, Lunds universitet och Statens väg- och transportforskningsinstitut (VTI) för att få verktyg för att påskynda klimat anpassningsåtgärder utifrån två frågor:

  1.  Det är svårt för kommuner att själva bekosta klimatanpassningen och ansvaret ligger primärt på
    fastighetsägaren som kan gynnas på ett otillbörligt sätt om kommunen med skattepengar gynnar vissa
    fastighetsägare.
     
  2. Kommuner behöver också hantera s.k. klimatanpassningszoner, områden som inte längre anses lämpliga
    för bebyggelse men där det idag finns byggrätter och många byggnader.

Dessa två frågor har lyfts av tunga instanser såsom Riksrevisionen, Klimatanpassningsutredningen och det nationella expertrådet för klimatanpassning som viktiga att komma tillrätta med. En stor bredd av aktörer kommer att delta i policylabbet, och ett offentligt seminarium kommer också att hållas för alla intresserade. Här kommer särskilt aktörer från bank- och försäkringsbranschen delta då de under kommande år starkt kommer påverka utvecklingen mot bakgrund av nya EU-regelverk.

Climate change increases the risk of flooding. While many municipalities have mapped their flood risks, the next step toward implementing measures and ensuring long-term operation and maintenance is challenging, especially in already built environments. At the same time, the primary responsibility for protecting properties lies with individual property owners, which is unknown to many citizens. This property area also represents about 70% of the land in urban areas. In order to achieve climate adaptation, collaboration between private and public stakeholders, a functional financing and responsibility model, and knowledge enhancement are required. This is particularly important since measures often cannot be solved on just the individual property.


The project aims to result in a systems and futures analysis to create flood-resilient communities by 2035. The project will first conduct an environmental and stakeholder analysis to identify obstacles, challenges, and relevant actors. Data will be gathered to develop proposals for business and financing models for joint measures in existing environments, explore interpretation gaps in current legislation, and promote knowledge enhancement in society. The project will include a case study in Uppsala, where multiple stakeholders are involved, and it will build upon ongoing and completed initiatives and projects. The project will bring together more stakeholders into a long-term actor group to jointly develop proposals for a follow-up project.

AI Support for Transforming Surfaces into Multifunctional Green Spaces

Urbanization has led to a rapid increase in hard surfaces and a reduction in green areas, which impacts the hydrological cycle and ecosystem functions. This leads to decreased ecosystem services and more frequent floods in cities, especially with increased rainfall and insufficient stormwater systems. To counteract this, multifunctional green and blue structures are needed. Nature-based solutions (NBS) can regulate water flows, lower urban temperatures, enhance biodiversity, and provide recreational opportunities. Green areas affect both citizens' well-being and the city's environmental performance.

The project aims to develop an AI- and GIS-based decision support tool to optimize the transformation of impervious surfaces into green spaces. The tool will integrate goals for climate adaptation, biodiversity, and urban planning into a single platform, using AI and GIS to analyze data and suggest effective locations for green transformation. By utilizing machine learning trained on remote sensing, geographical data, and other spatial sources, the model can identify areas with high potential for green space transformation and consider factors such as ecosystem services, flow regulation, and recreation.

The tool will be tested in Malmö and Uppsala, and the experiences from these cities will improve the model to create a scalable solution for other cities. By combining AI and urban planning, cities can better adapt to climate change, improve quality of life, and strengthen biodiversity. The tool can also help real estate companies comply with EU directives such as the EU taxonomy and CSRD, and contribute to changing land use policies, for example, by transforming parking lots into green spaces. The goal is to create more resilient cities that are cost-effective and better for people, animals, and the climate.

RISE has expertise in industrial energy efficiency, energy audit, and energy management. Our experts have experience in supporting and collaborating with companies in different industries, both in direct projects as well as innovative research in the field.

Energy management

Industrial energy management aims to improve the energy efficiency and reduce energy costs. It includes everything from investing in new, energy efficient technology to organisational management and can, for example, involve:

  • Create routines and structures for identifying and implementing energy efficiency measures,
  • Increase revenue opportunities through flexibel operation of energy-using processes and, for example, participate in flexibility markets or support services for balancing the electricity grid,
  • Identify and monitor relevant energy key performance indicators (KPIs),
  • Create a culture within the company of continuous energy efficiency improvement,
  • Comply with legal requirements, such as the revised Energy Efficiency Directive (EED).

Energy audit

The first step in succesful energy management is often to carry out an energy audit. The main parts of an energy audit consist of allocating energy use to support and production processes and identify energy efficiency measures. Many companies are subject to legal requirements for periodic energy surveys. RISE can conduct energy audits according to European and international standards that comply with the Law on energy audits of large enterprises (EKL) as well as the legal requirements for companies covered by the revised Energy Efficiency Directive (EED). RISE also has experience in supporting industry on how to participate in ancillary services for the electricity grid and to perform flexibility mapping in industry.

A tool for implementing industrial energy management is ISO 50001, where RISE can help both with advice on implementing ISO 50001 or certifying an existing energy management system. RISE cannot be both an advisor and a certifier for the same individual company.

How energy-efficient AI can reduce climate impact

AI has great potential for sustainability, but its energy requirements cause emissions equivalent to Sweden's annual energy consumption. By developing energy-efficient AI, we can not only reduce the technology's footprint, but also create innovative solutions that support the climate transition.

Artificial Intelligence (AI) has great potential to contribute to sustainable solutions and energy efficiency in businesses. At the same time, its energy consumption is a key challenge for the technology as it seeks to drive a low-carbon future. Today, AI systems account for 0.1 percent of global greenhouse gas emissions, equivalent to the annual emissions of Sweden. By developing energy-efficient AI systems, society can reduce the climate impact of technology and pave the way for innovative solutions that support a sustainable transition.

"ChatGPT uses less energy to generate a page of text than a human working on a regular laptop," says Olof Mogren, research leader in AI at RISE. "However, every source of emissions is a source to be considered, and the use of AI can reward behaviours that increase energy consumption and greenhouse gas emissions."

AI requires not only hardware investment, but also energy-efficient programming. Many systems and software in use today carry technical 'baggage' from previous generations of code, resulting in high energy consumption.

Efficient AI algorithms can reduce energy consumption

"We see that small improvements in design and programming can lead to significant energy savings," continues Olof Mogren. By developing new algorithms and optimising existing code, the energy consumption of AI can be dramatically reduced.

RISE is working to develop more efficient AI algorithms that use less computing power and energy, but still perform as well or better than their predecessors. RISE is also actively researching how data centres can be built and operated in a sustainable way.

"Despite the energy and emissions generated by AI systems, the real potential of AI is far greater," says Olof. "By using AI to optimise energy consumption and reduce carbon emissions in areas such as material production, energy management and transport, we can achieve significant climate benefits that far exceed the emissions generated by the AI technology itself. This is especially true with the increased use of AI systems with energy-efficient code.

Efficient AI: intelligent algorithms and optimised learning processes

RISE is working on several initiatives and research projects in the field of AI and climate change, with a focus on streamlining learning processes for AI models.

"Effective AI is about combining intelligent algorithms with optimal use of computing power and learning data," says Olof Mogren. The goal is to make the model learn as efficiently as possible within a reasonable data and computational budget. One example is graph neural networks for flow computations relevant to process industries, transport and the environment. Traditional methods, based on physical equations, require large amounts of computing power. By training graph neural networks with techniques that cleverly exploit equivariance for rotations and translations, deep learning neural networks can learn faster with less data and computational power.

As a result, the challenge with industry's sustainable water use was described, key actors identified and future scenarios, prioritized system movements and proposals for efforts in next stage of WWS was drawn up.

Industry is the Swedish social sector that uses the most water, around two-thirds of total water use. Swedish industry has higher consumption than the corresponding companies in southern Europe and there is a good opportunity for efficiency gains.

Despite this, both society and industry lack focus on industrial water use in Sweden. With more conscious water management, industries can, themselves and in cooperation with other actors, reduce environmental impact, ensure socially important water supply, improve process performance and reduce costs.

The project contributed to global competitiveness by supporting Swedish industry to increased resource efficiency, sustainable transition and increased resilience. The project was led by RISE with participating actors from industry, VA organisations, municipalities and regions, as well as authorities.

In cooperation, the project group:

  • Identified and involved more key players, also internationally
  • Used foresight methodology to define future scenarios for how industry's water use develops and interacts with society
  • Produced prioritized system moves
  • Identified interventions in the next stage of WWS to optimize industrial water management

Klimatanpassning av byggnader

Jorden blir varmare. Samtidigt som utsläppen av växthusgaser behöver minska måste vi också anpassa oss till ett förändrat klimat. När temperaturer, nederbörd och havsnivåer ökar gäller det att skydda samhället och våra byggnader för de utmaningar vi står inför. Bara översvämningar hotar enligt Riksbanken (2020) bostäder med ett samlat värde på mellan 96 och 160 miljarder kronor i Sverige.*

EU:s nya regelverk med bland annat CSRD och Taxonomin underlättar för banker och andra investerare att placeras sina pengar hållbart. De ger också bland annat fastighetsbolag krav på rapportering och ökar behovet av kunskap på fastighetsnivå.

RISE kan bidra med forskningsbaserade underlag åt fastighetsägare, banker, försäkringsbolag med flera för att identifiera vilka byggnader som är mer sårbara än andra. Idag saknas lättillgängliga data för dessa bedömningar. Här arbetar RISE tillsammans med flertalet bank- och försäkringsbolag med att forma ett första screeningverktyg för att kunna bedöma sårbarhet i byggnader. Men vi har redan nu kommit en bra bit och åtar oss uppdrag inom området.

RISE erbjuder forskningsbaserat stöd och kunskap till fastighetsägare, banker och försäkringsbolag. Vi erbjuder stöd i strategiskt arbete, utbildningar, utredning och analys, test och verifiering samt konsultation. 

Expertstöd och specialutredningar efter skador vid extremväder 

I kölvattnet av ökad nederbörd, översvämningar och torka kan det uppstå situationer som är mer eller mindre akuta.  Det kan vara skador, olyckor eller naturkatastrofer - situationer som sedermera landar i rättegångar, tvister och specialutredningar. Dessa processer kräver ofta en djupgående spetskompetens – ibland flera. 

RISE erbjuder oberoende expertis inom en rad specialiserade områden, inklusive brand, betong, fuktproblematik, ventilation och akustik. Våra erfarna seniora specialister kan genomföra noggranna utredningar, tredjepartsgranskningar och kommunikationsinsatser ofta med kort varsel. 

Vårt team bistår vid akuta situationer där djupgående och opartisk analys är avgörande för att skapa klarhet och hjälpa till att lösa komplexa problem. 

Exempel på specialutredningar: 

  • Katastrofer: Vi genomför utredningar vid brand, översvämningar, jordskred och andra katastrofer för att fastställa orsaker och konsekvenser. 
  • Rättegångar och tvister: Vårt expertstöd används ofta i rättsliga tvister där teknisk och oberoende kompetens och analys är avgörande. 
  • Brådskande kommunikationsinsatser: Vi förmedlar, föreläser och sprider relevant och vetenskapligt grundad information i situationer där oro och osäkerhet råder, t ex i samband med katastrofer eller andra miljöexponeringar.

Sårbarhet och klimatanpassning av byggnader och byggnadsdelar inkl. byggprodukter 

Våra experter har lång erfarenhet av forskning och utredningar inom skador på byggnader orsakade av extremt väder. Därför har vi även god uppfattning om vilka åtgärder som lämpar sig för att förebygga skador från de olika väderrelaterade händelserna som en byggnad kan utsättas för. Likaså har vi god kännedom om aktuella lagar, byggregler och standarder som påverkar befintlig och ny byggnation med hänseende på extremväder och klimatanpassning. Som ackrediterat laboratorium genomför vi även omfattande provning av byggprodukter.

  • Vi genomför test och provning av byggprodukter, vilket kan anpassas för motsvarande extremväder i vårt labb, till exempel :
