People’s Walk – Sweden's first certified public space for equality

FairSHARE is a method that helps those who work with societal development to integrate human rights into planning. Certification for equality by a third party ensures that municipalities achieve their set goals in terms of equality in urban planning. The first public space to be certified is People's Walk – a promenade in Helsingborg.

When the city planning commission in the Helsingborg conducted a safety survey in the district of Söder in central Helsingborg, it was discovered that almost one in four people in the district experienced different types of harassment. This resulted in a project to create spaces that attract women where they can feel safe.

“During the course of the project, we realised two things. First of all, that we needed to make a major change in our way of working,” says Moa Sundberg, urban designer at Helsingborg's urban planning commission. “Secondly, that a person is not just their gender, but that there are a number of other aspects to take into account when you want to create a safe space with equality for all.”

There are seven grounds for discrimination subject to Swedish law. These are gender, gender identity and expression, ethnicity, religion or other belief, disability, sexual orientation and age. In Helsingborg it was felt that there was a need for a toolbox that could help those who work with urban planning – urban planners, architects, property owners, private stakeholders, municipalities and regions - to integrate all aspects of discrimination into their activities.

“We also realised that a new certification would be needed for this work process, and that’s where RISE came into the picture,” says Moa Sundberg.

Mix of skills the recipe for success

The basic prerequisite for successful community development projects that take into account the power imbalance that prevails in terms of equality is that there is an appropriate mix of skills. It is about people who know the rules of urban development, people who have knowledge of both human rights and how the power imbalance manifests itself, and finally employees who are structured and innovative in their work and can drive the process forward. This according Ingrid Isaksson, project manager and auditor at RISE.

“Within most municipalities there is a desire to make urban planning accessible and pleasant for everyone, but unfortunately there is often a lack of knowledge about the importance of design for equality,” she says. “Even if the ambitions are good, they are not fully implemented. By having a third party come in and conduct certification, the municipalities ensure that they reach their set goals in terms of equality in urban planning.”

Hand in hand with urban development

Certification for equality goes hand in hand with the normal process of urban development. Step one is fact-gathering and background analyses, and here one may need input from various experts and from research. Step two is to prioritise. When prioritising, the human rights perspective must be indicative and the decisions must be transparent. Step three is to formulate an equality commitment that clarifies the benefit you want to attain and step four is a project plan with activities to find solutions and opportunities to fulfil the commitment. Step five, is about prioritising among the solutions and transferring the requirement to implement these to the next entity in the process.

“RISE is involved throughout the process and ensures that the measures decided on at each step follow over to the next,” says Ingrid Isaksson.

She adds that besides certification, RISE also offers a training service – but to different customers because it is not permitted to train the customer you subsequently certify. Certification is designed to be as cost-effective as possible.

“Certification has two purposes,” says Moa Sundberg. “It is obviously a stamp of quality, but at least as important is that we become aware that not all places are actually accessible to everyone in society. It is very important to gain increased knowledge about these issues.”

Designed to make older people feel safe

The first space to be certified is People’s Walk in Helsingborg. The promenade will be built in connection with the H22 City Expo, which will be inaugurated on 31 May.

“People's Walk is designed with the aim of getting older people from different neighbourhoods, with different economic backgrounds, different beliefs and different sexual orientations to meet and feel safe,” Moa Sundberg explains. “The promenade is designed in accordance with the wishes of the older people we interviewed – this includes considerable greenery to provide shade, many places to sit and a boules court.”

Arvika and Ängelholm are two other cities working on urban development projects that will eventually be certified.

The certification according to FairSHARE will be presented at a seminar at H22 City Expo in Helsingborg on 10 June.

The project, which gathers five partners from industry and research, uses a prototyping approach to investigate innovation and organisational models in business ecosystems as companies move to data-driven circular business models. The work is done through intervention cycles of activities addressing systems analysis, needs analysis and creative prototyping through design methodology.

By generating new empirical knowledge on how collaborating actors can find new principles and strategies for innovation management at the ecosystem level, the project is expected to result in new insights in innovation management and organisation across organisational boundaries. The project contributes to methodological development for circular transformation with insights into how to apply design thinking and the concept of ecosystem as structure during such change processes. The project supports relationship and network building between key actors in the sector.

Certification and energy classification of kitchen mixers, washbasin mixers and thermostatic mixers with shower

It is important to save energy for a household and through the open and voluntary energy classification from SIS / TK 519, tapware manufacturers, building companies, property owners and authorities have agreed on a label similar to that for white goods.

Purpose/Benefit:

The purpose of the energy classification is to help e.g. consumers and real estate players by impartially choosing energy-saving sanitary tapware such as kitchen mixers, washbasin mixers and thermostatic mixers with showers.

Laboratory tests have shown that there are large differences in energy use between different brands and models of tap water mixers.

An energy-classified sanitary fitting in classes A, B and C also benefits from an assessment in a construction product declaration.

Method (what/which methods are used to perform the service):

Energy classification and labeling shall be based on testing according to Swedish standards developed within SIS Technical Committee Energy labeling of tap water mixers, SIS / TK 519. From measured energy use, sanitary mixers are classified according to the standards SS 820000 or SS 820001.

RISE can help with the entire process of energy classification of a tap water mixer, everything from testing, certification and annual inspection visits.

Delivery (what does the client get after performed service – e.g. a report, certificate etc.):

The certificate is published on the RISE website.

Holders can refer to the certificate and show that the product has been tested and certified by a third party.

A certificate is issued with a validity period of 10 years. The certificate can then be renewed. The validity presupposes that the certified products that are continuously placed on the market meet the requirements and that the continuous review and assessment of the manufacturer's system for self-inspection is carried out according to plan.

Heat pumps can bring flexibility to the energy system

European households are rapidly phasing out fossil fuel heating, and one of the key pieces of the puzzle is heat pump technology. In Sweden, the technology is already being used in record numbers of homes. Heat pumps are also a way to create more flexibility in electricity use – something that an electrified society will need.

Many households in Europe still rely on fossil fuels to heat their homes. In the transition away from fossil fuel heating, heat pumps are part of the solution - and a solution that more and more people are looking to.

The International Energy Agency (IEA) has developed a roadmap for achieving zero emissions by 2050, and one of the most cost-effective ways is for at least 50 per cent of the heating needs of our buildings worldwide to be met by heat pump technology.

Sweden leads the way

A major change has already taken place in Sweden. We are unique in the world when it comes to the proportion of small houses that use heat pumps – about 70 percent of houses have heat pumps of some kind and almost 30 percent of the total heat demand in Sweden's buildings is covered by heat pumps. In the EU's Green Deal and the Fit for 55 policy package, there is already an ambition to encourage and accelerate the pace of heat pump installations in the rest of the EU. With the Ukraine crisis, the aim is to do this even faster in order to reduce dependence on natural gas from Russia. The Commission is currently working hard on the EU Heat Pump Action Plan, which will be published shortly, to remove barriers and bring about this much needed acceleration.

"It's about doubling the pace and getting a lot of heat pumps on the market in the next five years and beyond. So in many countries there is now a great demand and a driving force among ordinary people to replace their gas heating, for example. They like to look at what we have done in Sweden, where we started phasing out oil heating 20 years ago and showed that it works well, even in a cold country like ours," says Caroline Haglund Stignor, Senior Researcher and Focus Area Manager for Energy Efficiency.

Many benefits for industry

Today, the greatest interest is in European households, where most of the heat pumps will be installed in the coming years. But the technology also has benefits for industry and commercial buildings. There is a limit to the heat a heat pump can deliver, but the technology is advancing and today heat pumps are being developed that can deliver heat up to 200 degrees.

There is also great potential for this technology in industrial processes, in our district heating systems and in commercial buildings. Especially if you need cooling in one part of the process or building and heating in another.

"Heat pump technology can provide both efficiently. It is currently used to some extent in commercial buildings, in the food and pulp and paper industries and in some of our district heating systems, but has potential in other and more diverse industries. Not least where there are drying processes," says Caroline Haglund Stignor.

There is interest from industry, although the use is not yet as widespread as in buildings. One reason is that it has been cheap to use other types of fuel, both fossil and bio-based. As a result, there has been little incentive to improve energy efficiency.

"But as people want to phase out fossil fuels and use bio-based raw materials for other purposes, heat pump technology has become more interesting, not least as the price of both fuels has risen. It will also become increasingly important to minimise risk, as we do not really know how much energy prices will fluctuate and rise and fall during the energy system transformation that needs to take place and is already underway. By improving energy efficiency, for example by using heat pump technology, you can reduce the risk of high energy costs," says Caroline Haglund-Stignor.

The bigger the heat storage you work towards, the more energy you can move

Contributing to flexibility

For the large-scale electrification of society to succeed, more flexible use of electricity is needed. This is stated in the government's electrification strategy. Again, heat pumps are useful, because their inherent inertia in the systems they heat (or cool) can smooth out fluctuations in energy use.

"The buildings and systems in which a heat pump operates are heated and cooled very slowly. This means that you can switch them on and off and shift production back and forth for a few hours without affecting your home. This allows you to balance peaks and troughs in energy consumption," says Caroline Haglund-Stignor.

"For example, the heat pump can be switched off during peak hours in the morning and afternoon, or while you are charging your electric car. There are also advantages for industry," says Caroline Haglund-Stignor:

"The bigger the heat storage you work towards, the more energy you can move."

Fluctuating electricity prices and the increased load on the energy system as a result of electrification have rapidly changed the conditions in the electricity market. When RISE completed a research project on intelligent and flexible control of heat pumps in the autumn of 2021, it was still not very profitable for the end user.

"But the companies were very happy because now they knew what to do when the demand came. And then it took two months and electricity prices shot up, and now the situation is completely different," says Caroline Haglund Stignor. Most manufacturers now offer the possibility of controlling the operation of the heat pump according to a variable electricity price. At the same time, it is becoming more common for owners of small houses to have an electricity contract with a variable electricity price, and there are opportunities to save money while supporting the electricity system by using less electricity when demand is high and prices are high.

Years of experience at RISE

The great interest in Europe creates both jobs and export opportunities for Swedish companies, whose experience and expertise are being put to good use. Both established and new companies have recently announced major investments to increase production. RISE has been researching heat pumps since they became commonplace in Sweden some two decades ago. Several research projects are also carried out in collaboration with companies to help them develop their products to meet future needs and demand.

RISE also houses the Heat Pump Centre, a programme office and information centre for the IEA's International Cooperation Programme for Heat Pump Technology. The programme facilitates collaboration between researchers and industry around the world, works with knowledge exchange between different countries, policy makers and the IEA, and disseminates independent information on heat pump technology.

"RISE supports industry and society in several ways when it comes to heat pump technology. One is through the test bed and various research projects with industry, and the other is through the operation of the Heat Pump Centre," says Caroline Haglund Stignor.

About the project

The goal of the project is to create a more flexible energy system through increased collaboration between energy companies and property owners. Many property owners have an untapped resource in the form of waste heat, which can be useful in the energy system. Likewise, property owners can contribute by being flexible when using heat, electricity and cooling.

The benefit for the energy company is that the energy systems are relieved at times when demand is high. It provides a more climate-smart and robust energy system. Property owners, on the other hand, have an increased opportunity to co-optimize their heating, cooling and electricity use and can reduce their energy costs. When they can control their energy plant, it means that they can reduce their climate impact and strengthen their green profile.

During the project period, the platform will be developed and tested on a number of properties in Lund's hospital area. When the project is over, we hope to have developed a secure and replicable digital tool for energy trading that can be commercialized and disseminated, both on a smaller scale and at the city level.

The project is divided into six work packages as follows:

  • Work package 1 // Potential studies for the energy system.
  • Work package 2 // Development of digital platform.
  • Work package 3 // Development of business models for enhanced incentives and energy system efficiency.
  • Work package 4 // Pilot.
  • Work package 5 // Pilot evaluation.
  • Work package 6 // Replication and upscaling.

RISE's contribution to the project consists of studying various market aspects linked to replication and upscaling, and to contribute with work related to cyber security and the digital platform that is developed within the project.

Fukt 1 - grundkurs för fukttekniker och fuktskadeutredare

Kursen är utformad för dig som vill få kunskap om hur fukt påverkar byggnadsmaterial och konstruktioner. Utbildningen täcker allt från fukttransport och mätmetoder till riskkonstruktioner och sanering av mögelskador. Efter avslutad kurs får du de nödvändiga verktygen för att kunna arbeta med fuktutredningar och skadehantering i byggnader.

Om kursen

Utbildningen omfattar hur fukt transporteras och påverkar både byggnadsmaterial och konstruktioner, samt vilka typer av skador fukt kan orsaka. Deltagarna får en grundläggande introduktion till fuktskadeutredningar, inklusive metodik, fuktmätning och provtagning. Kursen tar även upp mätmetoder, mikrobiologi, sanering av mögelskador och identifiering av riskkonstruktioner.

Kursmål

Utbildningens mål är att ge deltagarna en förståelse för hur fukt transporteras och kan påverka byggnadsmaterial och konstruktioner samt vilka typer av skador fukt kan orsaka.  Efter kursen erhåller varje deltagare ett kursintyg som dokumenterar kursinnehållet och bekräftar utbildningens genomförande. Deltagarna får grundläggande kunskaper för att kunna arbeta som fukttekniker eller fuktskadeutredare.

För den som vill fördjupa sina kunskaper erbjuder RISE även en kompletterande kurs, Fukt 2 – Fortsättningskurs för fukttekniker och fuktskadeutredare. Denna kurs ger en fördjupning inom områden som riskkonstruktioner och avancerad skadeutredningsmetodik.

Format

Grundkursen för fukttekniker och fuktskadeutredare sträcker sig över två dagar och äger rum i  RISE lokaler i Borås. Här får deltagarna en djupdykning i fuktproblematikens grunder, med både teoretiska och praktiska moment som lägger en stabil grund för vidare arbete inom området.

Our research group at RISE has worked for several years on producing decision-support materials in the form of evaluations of laws and legislative proposals for the building sector, based on registry data, for Swedish public authorities. Energy efficiency, renovation, cultural heritage values, materials in buildings, segregation, and investments in vulnerable areas are recurring analytical dimensions.

The building stock analysis expertise has been developed through several years of prior academic studies, during which methods were created (GIS FME, information quality assurance, aggregation, AI analyses, and longitudinal analyses) to collect and integrate building‑specific information from energy performance certificates, property tax assessment data from the Swedish mapping, cadastral and land registration authority (Lantmäteriet), financial information from property owners’ annual reports, resident data from Statistics Sweden, customer satisfaction surveys, and street‑level imagery of buildings. Based on these methods, a national building‑specific database has been developed and used for research and to produce decision‑support materials for Swedish public authorities such as the National Board of Housing, Building and Planning (Boverket), the Swedish National Heritage Board, the Swedish Union of Tenants, Public Housing Sweden, the Ministry of Finance, and the Swedish National Audit Office for evaluations of laws and legislative proposals in the building sector.

For data confidentiality reasons, this expertise can primarily be utilized by public authorities and the public sector.
