Building Stock Analysis

Our research group at RISE has worked for several years on producing decision-support materials in the form of evaluations of laws and legislative proposals for the building sector, based on registry data, for Swedish public authorities. Energy efficiency, renovation, cultural heritage values, materials in buildings, segregation, and investments in vulnerable areas are recurring analytical dimensions.

The building stock analysis expertise has been developed through several years of prior academic studies, during which methods were created (GIS FME, information quality assurance, aggregation, AI analyses, and longitudinal analyses) to collect and integrate building‑specific information from energy performance certificates, property tax assessment data from the Swedish mapping, cadastral and land registration authority (Lantmäteriet), financial information from property owners’ annual reports, resident data from Statistics Sweden, customer satisfaction surveys, and street‑level imagery of buildings. Based on these methods, a national building‑specific database has been developed and used for research and to produce decision‑support materials for Swedish public authorities such as the National Board of Housing, Building and Planning (Boverket), the Swedish National Heritage Board, the Swedish Union of Tenants, Public Housing Sweden, the Ministry of Finance, and the Swedish National Audit Office for evaluations of laws and legislative proposals in the building sector.

For data confidentiality reasons, this expertise can primarily be utilized by public authorities and the public sector.
