Models for Cross-Sectorial Collaboration

To address complex societal challenges in areas such as social sustainability, health, integration, and education, collaboration is often required. This can take place within and between organizations and across sector boundaries. SHIC has the competence and experience to create and support implementation‑oriented cross‑sector collaboration models in close cooperation with the public sector, civil society, academia, and industry.

We support both strategic and operational collaboration by creating shared incentives and bridging differences in language, perspectives, and ways of working. The goal is to build the capacity and structures for collaboration that overcome siloed thinking and enable long‑term, needs‑centered initiatives.

Through work at the local, regional, and national levels, SHIC contributes to shaping new forms of cooperation that are robust, inclusive, and impact‑oriented.

Examples of how SHIC works with cross‑sector collaboration models

SHIC has developed and applied social outcomes contracts as a tool to enable cooperation between actors with different mandates and incentives. By linking payment to achieved results, shared drivers are created for investing in preventive and early interventions. Outcomes contracts regulate roles, responsibilities, and financing, and provide a transparent structure for follow‑up and learning. Read more here.

Another concrete example is Collective Impact Husby, where SHIC, together with the nonprofit organization Folkets Husby and Region Stockholm, has developed a framework for local collaboration. The model is based on continuous engagement with residents, data‑driven needs analysis, and shared goals aimed at strengthening mental well‑being. The work has led to increased structure and long‑term continuity in the initiatives and counteracts project fatigue by establishing structures that endure over time. Read more here.
