Normpack guideline

Normpack has developed an industry guideline to help companies navigate the regulatory landscape for food contact materials (FCM).

The Normpack guideline has long served as support for member companies in evaluating materials intended for food contact. In 2022, the guideline underwent a major revision, and work began to have it accepted by the Swedish Food Agency (SLV) as an industry guideline. At the end of 2025, the guideline was granted the status of a national industry guideline in Sweden.

The Normpack industry guideline aims to:

  • Explain FCM legislation by describing the overall rules as well as the material-specific legislation and recommendations within the EU.
  • Recommend a practice for evaluating FCM by introducing a stepwise approach.
  • Guide the evaluation of different FCM.

The Normpack industry guideline is divided into four chapters, covering the following sections:

  • Chapters 1–2 provide a general introduction and describe the legislative landscape for FCM within the EU.
  • Chapter 3 describes the Normpack Standard.
  • Chapter 4 introduces a stepwise approach for evaluating FCM.
  • Annexes describe the evaluation procedure for each material type. Currently included are the following materials: paper and board, plastics, recycled plastics, printing inks, adhesives, metals, and multi-materials multi-layers (MMML).

As regulations continuously evolve, the Normpack industry guideline is revised annually. Always ensure that you are working with the latest version.
