Forum Samhällsbyggnad: Sustainable construction – from regulations to real change is a full-day conference that puts the spotlight on actual change: How do we move from governance, regulations, and climate goals to implementation, innovation, and concrete results?
It is no longer about visions, but about rapidly changing reality. The construction and real estate sector is undergoing a decisive shift. New EU requirements, climate targets, and regulations are reshaping the playing field at record speed. But in the midst of this transformation, opportunities are also growing for those who dare to think differently.
Forum Samhällsbyggnad is an annual arena and meeting place for those who want to stay one step ahead and lead the change.
We explore how the transition is taking place and how you can benefit from it:
- How do the EU's green initiative, the Swedish National Board of Housing, Building and Planning's new building regulations, and reuse affect everyday life in Swedish planning and construction?
- How do we deal with conflicting goals between climate ambitions, insurance requirements, and legal frameworks?
- How can AI, digital twins, biodiversity, and material innovation accelerate the transition and create built environments that are both sustainable and viable?
During the conference, you will hear from leading voices in research, the public sector, and business, gain new perspectives on the transition, learn about inspiring examples and solutions that work in practice, and make valuable contacts with decision-makers and create collaborations that drive development forward.
Who is it for?
The forum brings together professionals working in urban planning, the building and real estate sectors, and the management of the built environment across both the private and public sectors. Together, we share insights on how the transition is taking shape — in governance, at the drawing board, and on the construction site.

Price: The event is free of charge, but a no-show fee of SEK 1,000 will be charged for non-attendance or late cancellation after March 20.

MORNING:
From EU directives to everyday construction in Sweden
New EU requirements and national regulations are rapidly changing the construction sector. Here we clarify what actually applies – and how the regulations are implemented in real projects. We discuss how the EU's green initiative, the Swedish National Board of Housing, Building and Planning's new building regulations, and reuse are affecting the Swedish construction sector. We show concrete examples of how the regulations are being implemented in planning and construction.
Innovation in conflicting goals
When climate goals, insurance requirements, legal issues, and fire safety collide, new thinking is required. This session explores how innovation arises where regulations clash the most. Municipalities, builders, and researchers share real dilemmas – and show solutions that drive change forward without compromising on quality or safety.
AFTERNOON:
Materials and digitalization as enablers
The technological shift is already here—AI, digital twins, and material innovation in the transition. In this session, we explore the role that new technologies play in the sustainable construction of the future. We provide examples of how technology drives change—from design to operation.
From governance to action
How do you turn climate goals and policies into actual changes in projects and processes? What do we need to build smarter, faster, and more circularly going forward? We share experiences from actors who are moving from policy to practice.
Market intelligence – Future outlook: Sustainable construction now and in five years
What trends will shape the construction sector over the next five years – and what do we need to prepare for now? What is happening in construction, materials, preparedness, and AI? What will the construction sector look like in 2031? What role will AI play in planning, design, and operation?

Keynote speaker
Catharina Elmsäter-Svärd är sedan åtta år vd för Byggföretagen och har tidigare haft en rad befattningar inom politiken på alla nivåer, bland annat som infrastrukturminister och finanslandstingsråd i Stockholms läns landsting. Hon har även haft en rad styrelseengagemang inom näringslivet, akademin och politiken.

EU-direktiv, nya standarder och nationella regelverk förändrar snabbt förutsättningarna för byggsektorn. Vi belyser utmaningarna med att omsätta kraven i praktiska lösningar, hur regelverk kan driva innovation istället för kostnader, och hur branschen hanterar ökade krav på data, digitala produktpass och återbruk. Exempel från verkliga projekt visar hur en mer datadriven och cirkulär byggprocess kan bli verklighet.
