High‑risk environments, such as emergency response centres, defence facilities, justice settings, and critical infrastructure, place exceptional cognitive and emotional demands on the people who work within them. Decisions must be made quickly, often with incomplete information, and the consequences of error can be significant. Yet many of these environments are shaped by legacy systems, operational constraints, or technical priorities rather than by an understanding of how humans actually function under pressure.
