Integrating social values in decisions about school location

School choice policies and demographic shifts place new demands on how municipality schools are sited and organised. In this R&I project, RISE — working with two local authorities and twelve schools — developed a prototype valuation tool that incorporates the perceived and economic value of accessibility and social inclusion in school planning.

Project focus

The project analysed how location (central–peripheral), accessibility and social inclusion interact, and how these factors can inform decisions on school siting and school structure.

Methods

  • Cross-sector, municipal perspective for policy analysis and evaluation of policy.
  • Collaboration with two municipalities and twelve schools.
  • Surveys of pupils and caregivers on perceived social values.
  • Map-based web tool to collect and visualise data.
  • Social Return on Investment (SROI) as the framework guiding the development and testing of a prototype valuation tool for school planning.
