Contact MajaLocal authorities and regions are expected to address an ever-increasing number of complex, cross-sectoral societal challenges, despite the fact that organisations and governance models are typically designed for sector-specific responsibilities and vertical governance with budgetary discipline and monitoring within clearly defined areas.
In this thought paper, RISE researchers describe some of the organisational barriers affecting the public sector's ability to carry out integrated, long-term, coordinated transition work. The material highlights why development issues often depend on individuals, why successful initiatives and projects struggle to be sustained, and the organisational gaps that need to be bridged to strengthen transition capacity.

This material can serve as a basis for reflection and discussion about how your organisation approaches long-term development and transformation work. It can also be used as a resource for strategic discussions on governance, coordination, organisational capacity, and implementation in relation to complex societal challenges.
The content of this material is based on collective experience gained from projects and assignments, particularly the SOLIS project (Strategic Transition Work and Leadership in Community Development) and the project 'Conditions for Strategic Sustainability Work in Skåne's Municipalities' (Hedenfelt, 2026). It is also based on theoretical models of change management (Loorbach, 2010) and system transformation (Meadows, 1999).
We recognise the challenges of managing joint development work in an integrated, long-term and coordinated manner.
