RISE is a Notified Body (NB) for Europe and a Telecommunication Certification Body (TCB) for the USA.

For the EU, manufacturers can obtain an EC type examination Certificate as proof of an independent review of their technical documentation for their CE marking of the product.

In the United States, the Federal Communications Commission (FCC) defines the regulations for placing electrical products on the market. Here, the requirements are not in standards issued by standardization organizations, but instead they are enrolled in the CFR (Code of Federal Regulations). The part that deals with EMC and radio requirements is called Title 47 Telecommunication.

The FCC has two approval procedures, Certification and Suppliers Declaration of Conformity (SDoC). For most types of radio transmitters, Certification applies with type approval via a Telecommunication Certification Body (TCB). Certification requires that a test report is issued by an FCC approved laboratory (FCC recognized laboratory). This means that accreditation according to IEC 17025 is not sufficient but is a prerequisite for being recognized.

For products that do not contain a radio transmitter, SDoC applies except for “exempted devices”. FCC only accepts test reports where the measurements have been performed according to FCC recognized measurement methods (ANSI standards) with US mains voltage (ex 120VAC / 60Hz). RISE is accredited and FCC recognized for the measurements required as a basis for SDoC.

In conjunction with measurements for the United States, the requirements for Canada can also be covered, since in most cases the same measurement methods also apply in Canada. RISE is accredited and "recognized" for several Canadian standards. The authority in Canada that handles the requirements for EMC and radio is called Innovation, Science and Economic Development Canada (ISED).

RISE is, as the only organization in Sweden, appointed by the FCC to a TCB. This means that we can perform the certification required by the FCC for radio transmitters and obtain the grant of equipment authorization required to place the product on the US market.

RISE can also help with equivalent certification for Canada.

Notified Body - The manufacturer receives an independent review showing that the technical documentation of the product meets the essential requirements of the relevant Directive.

TCB - Manufacturer obtains a product certification, which is a prerequisite for placing the product on the market in the US.

SP Method 2369 - Protection System for Storage of Inflammable Goods in Retail Environments - Fire Safety Cabinets

This method evaluates the construction of fire safety cabinets designed for storing flammable goods in retail environments and their ability to protect its contents from internal and external fires. The general function of this cabinet is to control and extinguish a large internal fire, but also that an external fire does not spread to its contents.

Fire safety cabinet’s that fulfill SPCR 102 requirements protects its contents, and their surroundings, up to 30 min in realistic early stage fire scenario’s. In this period, it is crucial that flammable goods do not get involved, or spread the fire, and cause control of the situation to be lost. An example of a fire safety cabinet preventing the total loss of a store is seen in the photograph at the bottom of this page. This cabinet successfully protected the flammable goods, and the retail facility.

SP Method 2369 may be divided into two types of tests, general tests and fire tests. The general tests are designed to evaluate the following requirements (note that the text refers to section numbers in SP Method 2369):

• General construction (req. 6.1)
• Wall construction (req. 6.1)
• Mechanical integrity (req. 6.1 / test 7.2)
• Hinges (req. 6.1)
• Door closer (req. 6.1 / test 7.3)
• Tightness and volume of the spill tray (6.1 / 7.4)
• Equipment (req. 6.1).

Two fire tests are performed:

• Internal fire exposure (req. 6.2 / test 7.5)
• External fire exposure (req. 6.3 / test 7.6)

All tests are performed at RISE in Borås, Sweden.

After testing, a test report is delivered with the results which may be the basis for product approval (P-mark) according to SPCR 102.

A total of 3 tests samples are needed.

SP Method 2369 version 6

Shut-off valves for district heating networks are tested for tightness, strength and opening and closing torque.

To test long-term properties in the form of tightness and manoeuvrability, cycling tests are conducted with opening and closing. Testing in accordance with European standard EN 488: 2019 may form the basis for certification according to the Euroheat & Power certification program EHP 003. RISE is a test institute and certification body according to EHP 003 approved by Euroheat & Power.

Valves for other applications in the industry can also be tested in a similar way.

Certification takes place according to the European industry standard EHP 003, which is based on testing according to the European standard EN 488: 2019. A certified valve is therefore attractive in the entire European market.

Valves up to a size of DN 1000 can be tested, which means that valves up to DN 2000 can be certified according to EHP 003.

A tested and certified valve proves quality and that the valve can maintain high performance for a long time.

Cycling and manoeuvring test according to EN 488: 2019. The test method EN 488: 2019 is intended for stretch limit valves which may be subjected to high axial expansion forces from connecting district heating systems. The valve is operated under load and the opening and closing torque and the tightness after the test are checked. The testing is supplemented by continuous checks at the manufacturer, which ensures that the valves produced are of the same quality as the specimens tested. An EHP 003 certificate is valid for 6 years. In the test rig we can pressurize the whole system up to 24 bar. For pressure testing of only the valve, we can use other equipment and reach up to 40 bar. We measure torque on the valve up to 15000 Nm. The equipment can apply up to 20 MN of axial power, and up to 8 MN in tension. There are also opportunities to test four-point bending moments.

Density test according to EN 12266-1 from Rate A (no measurable leakage) to Rate G (2.0 * DN mm³ / s).

Certification according to Euroheat & Power's certification program EHP 003.

The work include both accredited and non-accredited testing methods. The scope of accreditation is available upon request – please feel free to contact us for more information.

Close contact with the customer how the test set-up should be carried. After evaluation of the results, a report is written. The report is reviewed and if the results meet the requirements, an EPH 003 certificate is written.

For a scheduled assignment, it will take about 15 working days to perform the test after we receive the item. Then it takes about 10 working days to get a report. The EHP-CC then takes another 10 working days.

The test item and final order must be in place no later than 5 days before the specified test start.

RISE offer, by agreement with Swedish Transport Agency, type approval of retreaded car and commercial vehicle tyres in accordance with ECE Regulations.

RISE offer type approval of retreaded car and commercial vehicle tyres in accordance with ECE Regulations nos. 108 and 109.

In its capacity as Sweden's type-approving authority for ECE regulations in the automotive sector, the Vehicle Standards Division of the Swedish Transport Agency has entered into an agreement with RISE, under the terms of which RISE is authorised to perform initial assessment and assessment of procedures for ensuring conformity with the production regulations.

RISE will be able to perform the required tests, help clients with preparing the necessary documentation and perform the initial inspection and inspection of production conformity. The initial assessment will be carried out as appropriate to one of the following alternatives:

1. The manufacturer already has an ISO 9001:94 quality system certified by a third party.
2. The manufacturer does not have a certified quality system.
3. The manufacturer's quality system has been assessed by a type approval authority in another member state.

Surveillance inspection will be performed at the intervals normally applied by the type approval authorities in Europe..

The customer receives a test report that forms the basis for type approval.

Requirements to be fulfilled by the manufacturer

• A quality system to at least EN-ISO 9001:94. (But not necessarily certified.)
• The quality system must be in operation in the company.
• Possession of a formal inspection plan.

ECE Regulation no. 108 applies for passenger car tyres. Its full title is: "Uniform provisions concerning the approval for the production of retreaded pneumatic tyres for motor vehicles and their trailers."

ECE Regulation no. 109 applies for commercial vehicle tyres. Its full title is: "Uniform provisions concerning the approval for the production of retreaded pneumatic tyres for commercial vehicles and their trailers."

RISE offers testing and certification of floorball equipment in accordance with the IFFs Material Regulations.

Certification from fiber to Product
Certificates can be issued for products from all the different stages of the textile chain: fibers, yarns, raw fabrics, dyed and treated textiles, accessories (buttons, zippers, labels, etc.) as well as finished end products. Commission dyeing and finishing can also be certified.
The tests are only performed at one of the prestigious and renowned textile research and test institutes connected to the Oeko-Tex® Association. RISE is the only official representative of OEKO-TEX in Sweden and Norway authorized to certify according to OEKO-TEX® STANDARD 100.

Test criteria

OEKO-TEX® STANDARD 100 does not only include substances that are banned or that have legally established limits, but also includes other substances that have been scientifically proven or are suspected to have adverse health effects.

Examples of parameters that are included in OEKO-TEX® STANDARD 100 are prohibited azo dyes, carcinogenic and allergenic dyes, phthalates, formaldehyde, pesticides, heavy metals, perfluorinated compounds, organic tin compounds, biologically active products, and flame-retardant materials etc.

The parameters included in the requirements are based on:

• Legally prohibited and controlled substances (REACH related and CPSIA-adapted regarding lead
• Substances that may be harmful to health
• Product quality
• Biologically active substances and flame retardants (according to an "approved" list).

Product classes

In order for the limits values to be relevant for different types of products, there are four different types of product classes based on the certified product's intended area of use:

• Product Class I – Products for children up to 3 years
• Product Class II – Products that mostly come in direct contact with skin
• Product Class III – Products which do not come in contact with the skin, or do so only to a small extent
• Product Class IV – Furnishing and decorative materials

OEKO-TEX® STANDARD 100

We perform classifications of all types of lasers i accordance with SS-EN 60825-1.

Classification of a laser or laser product in accordance with SS-EN 60825-1 involves characterizing the laser with regard to output power, wavelength, pulse etc. Based on those measurements the product is assigned a laser class. The laser class determines e.g. what warning labels the product should have. We are also able to measure the divergence of the laser in order to calculate the laser hazard distance. 

In order for a product to be marketed it is required that the product is safe. SS-EN 60825-1 is one of the standards that laser products need to comply with in order to be handled safely. 

The classification is performed in accorance with applicable parts of method 0374 which is based on IEC SS-EN 60825-1:2014.

The results are presented in a report in english with an accreditation mark. The report also gives instructions about how to label the product and which information needs to be available to the user in the manual. 

RISE is also a CB Test Laboratory for IECEE and can upon request issue an IECEE-report for the test which can then be certified by IECEE through Intertek Semko.

Documents for archival preservation must meet the requirements in National Archives' regulations RA-FS 2006:4. This is achieved by using certified products according to RISE certification rules SPCR 004. Upon successful testing (e.g., ISO 11798, ISO 11108, ISO 9706), suppliers apply for certification at RISE, which issue those certificates.

RISE is an accredited certification body. The simplest way for an authority to verify that the correct materials are used to achieve archival permanence is to choose certified products according to RISE certification rules SPCR 004. It is also the easiest way for a supplier to prove to the authority that the product meets the National Archives' requirements.

RISE conducts both testing and certification, including compliance with the National Archives' regulations (RA-FS 2006:4) for permanent papers and writing and printing equipment. Certified products may be marked with RISE certification symbol and "Svenskt Arkiv".

The certification rules are specified in "SPCR 004". 

The following procedure is applied:

• Testing shall be performed in accordance with the relevant standard by RISE who is accredited according to ISO 17025.
• The manufacturer/supplier must have a system for quality control of the product.
• A manufacturer's declaration on conformity of materials sold on the Swedish market with the material tested above must be given by the manufacturer. Changes must be notified to the certifying body.
• RISE must perform a follow up testing each year.

Archival paper is evaluated according to ISO 11108 and permanent paper according to ISO 9706. Recording (writing, printing and copying) on paper is evaluated according to ISO 11798. The Swedish National Archives Regulations RA-FS 2006:4 refer to these.

The client obtains an international certificate, certified by RISE, for archival materials which shall be stored and preserved. Products certified for use in the preparation of documents to be kept for long periods of time are listed, follow the link in the right margin.
