By commission of the Swedish authority “Myndigheten för delaktighet” (The Swedish Agency for Participation) RISE has developed a certification scheme for digital social alarms in cooperation with Swedish authorities and leading manufacturers. A test method has been developed and a test set-up for performing the tests has been implemented.

Both alarm senders and alarm receivers are part of digital social alarms. The Swedish Association of Local Authorities and Regions (SKL) require interoperability between alarms of different brands. This is ensured by a standardised communication protocol called SCAIP (Social Care Alarm Internet Protocol). SKL also have several additional dependability and security requirements. These requirements have been included in the test method used for the evaluation and certification of both alarm senders and alarm receivers for digital social alarms.

RISE offer independent testing of alarm senders and alarm receivers to ensure that the requirements stated by the Swedish Association of Local Authorities and Regions are fulfilled. The certificates issued by RISE show that the digital social alarms can be used according to these requirements which is an advantage for both manufacturers and municipalities, e.g., in public procurements of digital social alarms. The manufacturers are also offered access to the test set-up for conducting their own testing of social care alarms.

RISE performs tests of digital social alarms in their own laboratory developed specifically for this purpose. The tests specified in the test method are based on the SEK TS 50134-9 Alarm systems - Social alarm systems - Part 9: IP Communications Protocol and the Swedish Standard SS 91100 Digital social alarm - Social care alarm internet protocol (SCAIP). The “SKL Kommentus Inköpscentral” (The Swedish Association of Local Authorities and Regions’ Central Purchasing) specify several additional dependability and security requirements which also have been included in the test method.

The result of the RISE evaluation is reported in a written report, as well as in a certificate if the requirements are fulfilled.

Delivery time depends on whether the equipment is ready at the start of the evaluation, or if the evaluation takes place in parallel with parts of the development work.

The manufacturer shall document the functions and design of the digital social alarm.

Type approval is a national certification system that helps you demonstrate that your construction product, building system, or prefabricated structure meets the requirements of the Swedish Planning and Building Act (PBL) and the regulations of the National Board of Housing, Building and Planning, when used according to its intended function.

With a type approval, you receive confirmation that your solution complies with legal requirements. This provides assurance for developers, installers, and other stakeholders: the product or system has been tested, certified, and approved by an independent party.

RISE offers type approval as an accredited certification. The product's properties are verified through testing or calculation, and the manufacturing process is linked to a quality-assured production control with third-party review.

The certification process begins with the submission of an application along with documentation for the relevant product, structure, or system. RISE reviews the material and plans the next steps in dialogue with the client. Once the requirements are deemed fulfilled, a type approval is issued.

Type approval follows the certification rules published by RISE (see link below). If a product-specific certification rule exists, it is applied. If not, our general certification rule “CR 100” is used, which enables certification even for innovative and complex solutions.

RISE is a state-appointed body authorized to issue European Technical Assessments (ETAs). For products where no harmonized technical specification exists or can be fully applied, the ETA route is the way for manufacturers to CE mark their products.

CE marking is the key to the entire EU market. With a CE marking, you can:

• strengthen your brand through transparency and reliability

When there's no harmonized standard, an ETA is the best way to get CE marking. The ETA describes the product's features, manufacturing process, and control procedures—everything needed to give the market security and confidence.

As Sweden's Technical Assessment Body (TAB), RISE issues ETAs in all product areas. We also represent Sweden in EOTA, the European organization that develops EADs. This means that you get a partner that both drives the process and influences European guidelines.

Once all product information, manufacturing data, and control plans (FPC) are in place, we can issue an ETA.

Depending on which AVCP system the product is covered by, additional third-party review may be required. As one of Sweden's leading notified bodies, RISE can also assist with these aspects.

Once the above steps have been completed, an ETA is issued. References to ETAs are published on both the RISE website and the EOTA website.

No special preparations are required, but a clear definition of the product and its intended use, including any limitations is a great advantage.

It is important that payments are registered correctly, reliably and with confidentiality. Payment systems in society continue to evolve. Today we see electronic receipts, payments over the Internet and payments via mobile phone. RISE works with security and reliability in payment systems. Testing is offered for control units and cash registers

RISE offers the following services for payment systems:
• Certification of control units in accordance with the Swedish Tax Agency's regulations
• Evaluation of cash registers in accordance with the Swedish Tax Agency's regulations
• Risk Analysis

Companies that sell goods or services for cash payment must, according to the Swedish Tax Agency, have a certified cash register. The purpose is to protect serious entrepreneurs in the cash trade against unfair competition. The cash register must be connected to a certified control unit that reads the transactions in the cash register and creates a control code. RISE can help companies that produce control units with the certificates needed to be able to sell in Sweden. Swedac has accredited RISE as a certification body for cash register control units.

Companies that market cash registers in Sweden must certify that they meet the Swedish Tax Agency's requirements. RISE can evaluate whether a cash register complies with the Swedish Tax Agency's regulations.

All payment systems must be dependable. A risk analysis together with RISE can be used to choose between payment solutions.

An evaluation of a control unit encompasses both the proper functioning of the control unit as well as information security during development and production. The requirements of the Swedish Tax Agency's regulations (SKVFS 2009:12, SKVFS 2012:5 and SKVFS 2016:1) are evaluated through design review, functional testing, analysis and fault injection. The certification includes tests of functionality, safety, performance, reliability and user environment as well as requirements for manufacturing. In addition, RISE carries out an evaluation (reference testing) at least once a year of control units from the manufacturer's manufacturing environment. We also audit the manufacturer's production environment at least once a year.

The evaluation of a cash register entails functional tests to ascertain that the functions meet the requirements of the Swedish Tax Agency's statute SKVFS 2014:9. The tests do not normally include the task of searching for unauthorized functions, but the purpose is to confirm that existing functions are correctly implemented.

The result of the RISE evaluation is reported in a written report, as well as in a certificate if the requirements of the Swedish Tax Agency's regulations for control units are fulfilled.

The manufacturer of a control unit shall document the development method in accordance with SKVFS 2016:1, Chapter 13. In addition, documentation on the functions and design of the control unit is required.

The manufacturer of a cash register shall document all functions contained in the cash register.

Actors who are authorised to conduct taxi operations in Sweden shall transfer data from each vehicle's taximeter, by wireless and digital, to a so-called reporting centre. The technical equipment used by a reporting centre must be certified. RISE can review the design and issue the certificate the Swedish Transport Agency requests.

A reporting centre can receive taximeter information through a certified technical equipment. Thus, it is not an ordinary taxi centre, ordering centre, travel service centre or the like. The Swedish Transport Agency issues permits to reporting centres and supervises them. To obtain a permit, the technical equipment must be certified, ie meet the requirements of the Swedish Transport Agency's regulations TSFS 2016: 47.

The purpose of the reporting centres is to contribute to competition on equal terms and to provide a better functioning taxi business. The information is transferred from the reporting centre to the Swedish Tax Agency when the authority requests it. The Swedish Tax Agency will use the information to better carry out tax checks. The Swedish Transport Agency supervises the reporting centres. At an inspection, the authority looks at various aspects in order to be able to decide whether or not a company is appropriate to conduct taxi operations.

RISE reviews the characteristics of the technical equipment through tests, calculations etc. according to the requirements of TSFS 2016: 47, Chapter 3. The evaluation also consists of a review of the technical documentation. Parts of the tests can be carried out at the premises of the manufacturer. A number of working meetings (design reviews) are held together. The evaluation also checks that it is traceable if information assets in the equipment are changed or deleted, and that the manufacturer ensures that the software provides the functionality required while maintaining a high level of security. RISE reviews the software if necessary.

RISE shall also, through an initial visit, verify that the manufacturer's development environment meets the requirements in accordance with TSFS 2016: 47, Chapter 2.

RISE also performs evaluation of technical equipment at least once a year, in accordance with the requirements of TSFS 2016: 47, Chapter 4.

The result of the RISE evaluation is reported in a written report, as well as in a certificate if the Swedish Transport Agency's regulations are fulfilled. The certificate shall apply to the technical equipment of the reporting centre.

Delivery time depends on whether the technical equipment is completed when the evaluation is started, or if the evaluation is done in parallel with parts of the development work.

The manufacturer of the technical equipment for the reporting centre shall document its working method in accordance with TSFS 2016: 47, Chapter 2, § 14. In addition, documentation on the functions and design of the technical equipment is needed.

Certification of Energy Management Systems - ISO 50001

Companies with energy consumption above certain levels are legally required to conduct energy reviews. For companies with a third-party certified environmental management system according to ISO 14001 or ISO 50001, there is the possibility to conduct the energy review themselves provided som certain conditions are fullfilled.

According to the current law on energy reviews in large companies (EKL 2014:266), companies that employ at least 250 people and have an annual turnover of over 50 million Euros, or a balance sheet total exceeding 43 million Euros, are required to conduct energy review. According to legislation that is expected to come into force in the autumn of 2026, the obligation to carry out energy audits will instead be based on energy use.. The results of the review must be reported to the Swedish Energy Agency.

Depending on the size of the energy consumption, the energy reviewe can be carried out by a certified energy auditor, in-house for companies certified according to ISO 50001, or by extending their ISO 14001 certification to include energy review.

By conducting the energy review within the framework of the environmental management system:

• the organization performs its own energy review
• the organization gains knowledge and skills development during the process
• areas with potential for efficiency improvements are identified
• an action program is established
• the foundation is laid for improving energy performance and thereby reducing energy costs
• the legislation in the area is complied with

The company needs to further qualify a person or a group according to the competence requirements in STEMFS 2014:2. Thereafter, you conduct the review according to an appropriate standard, such as ISO 50002 or SS-EN 16247.
