Innovative circuit boards reduce climate impact – and can strengthen Sweden's resilience

The path for Sweden and Europe to establish their own competitive electronics value chain lies in new materials, manufacturing methods and a fundamentally circular approach.
“We don’t need to try to be like Asia,” says Astrid Armgarth, director of the Bio- and Organic Electronics Unit at RISE.

Electronic waste is the world’s fastest-growing waste stream. Traditional circuit boards are a major culprit, as they are optimised for performance rather than circularity. Materials and resources are lost in linear flows – currently, less than 25 per cent of total e-waste is recycled. As society becomes more electrified and connected, its environmental impact grows.

As Asia dominates the conventional printed circuit board manufacturing sector, Sweden and Europe find it difficult to influence production processes and the recycling rate of printed circuit boards. Dependence on other players poses problems not only from an environmental perspective, but also in terms of Europe’s self-sufficiency and resilience.

"We are extremely dependent on Asia when it comes to electronics,’ says Astrid Armgarth. In Sweden, we have a strong foundation in assembly — that is, fitting components onto existing circuit boards — but we only have a handful of circuit board manufacturers," says Astrid Armgarth, continuing:

"On the other hand, however, Sweden is well placed to develop disruptive, resource-efficient solutions. There's no need for us to try to be like Asia. We can reach the world more quickly with innovative solutions than by trying to increase our production capacity for conventional circuit boards."

Roll-to-roll manufacturing methods for printed electronics.

Several technological trends are converging to transform the way printed circuit boards are manufactured. Printed electronics enable functional materials to be applied to flexible substrates instead of etching the circuit board pattern using chemicals and then mounting components on top. Combining this principle with roll-to-roll production yields a new manufacturing approach.

Printed electronics produced using a roll-to-roll process can be compared to newspaper or wallpaper printing, except that electronic components are used instead of words and patterns. While this isn’t suitable for all applications, it can be useful for certain distributed electronic systems, i.e. systems comprising many smaller units that work together. One example is modern buildings fitted with sensors to control ventilation and lighting. “It is much easier to make production resilient in Sweden, and it becomes both cost-effective and large-scale,” she says.

Meanwhile, new bio-based and recyclable materials are being developed to replace the PCB composites currently used for printed circuit boards. RISE, for example, has developed a paper composite material that is compatible with existing assembly methods. This means that electronics manufacturers can switch without having to invest in new equipment.

Duncan Platt, Head of the Printed Electronics Unit at RISE, provides examples of applications for the new substrate, which is the base on which electronics are built.

"LED lighting is suitable for vehicles and indoor use. We also believe in the potential of this technology for IoT and 6G. The 'install and forget' concept is particularly interesting. This could involve installing sensors and leaving them in place at the end of their life cycle. The sensors can either biodegrade or remain in place as they do not contain any problematic materials", says Duncan Platt.

Roll-to-roll printed electronics can be compared to printing newspapers or wallpaper, except with electronic components instead of words and patterns.

From research demonstrator to industrial opportunity.

In recent years, innovative substrates and roll-to-roll manufacturing methods have progressed from the research and design stage to the point where they are entirely feasible for industrial application. According to Duncan Platt, the main challenge is that the electronics industry is conservative.

This is where access to test and demonstration environments becomes crucial. At the facility run by Duncan Platt and Astrid Armgarth, both printed electronics and hybrid variants, which involve mounting conventional components on new materials, are being tested.

Moving away from conventional printed circuit board manufacturing entirely is a significant undertaking. RISE hopes to facilitate a pilot project and, in the long term, establish an assembly industry for hybrid electronics while we develop these innovative materials. 'The point is that we don’t want to end up with good technology that cannot be produced,' says Astrid Armgarth.

‘In the long term, we envisage electronics manufacturers adopting these new materials being able to incorporate additive or subtractive manufacturing into their processes.’ This will enable them to avoid chemical etching, which complicates the recycling process considerably, says Duncan Platt.

The ever-growing carbon footprint of the electronics industry and its dependence on Asia are closely intertwined problems that can be solved using the same solutions. The Swedish electronics industry is now in a position to build a resilient, cost-effective and sustainable value chain at home.

New solutions for future printed circuit boards

Printed electronics

It is based on additive manufacturing, whereby conductive, semiconductive and insulating materials are applied directly to flexible substrates such as paper or plastic. This method reduces material waste and enables simpler, more resource-efficient production.

Suitable for: sensors, IoT devices, smart packaging and lighting.

Roll-to-roll production

This is a manufacturing method in which electronics are produced on continuous webs of material, much like newspaper printing. This method offers high scalability and the potential for cost-effective production.

Suitable for: - High-volume products - Distributed systems - Large surfaces with integrated electronics

Bio-based and recyclable substrates

New composite materials, such as paper-based ones, can replace traditional PCB materials. They are designed to be easier to recycle and reduce environmental impact.

It is suitable for short-lived electronic products, single-use applications and circular system solutions.

Dry Phase Patterning (DP Patterning).

This company specialises in chemical-free patterning technology, using mechanical processing to create circuit patterns rather than etching. This results in a lower carbon footprint and improved recyclability.

Suitable for: - Flexible printed circuit boards - Applications where durability and material recycling are key

Hybrid electronics

It combines printed electronics with traditional components. It enables a gradual transition to new materials and processes without the need to replace the entire production chain.

Suitable for industrial applications and upgrading existing products.

VäXR: Learning mathematics with the support of virtual reality

VäXR is a research-driven development project that is breaking new ground for Swedish schools. Many students struggle with abstract mathematical concepts, while research shows that experiential learning can be key to strengthening both engagement and understanding. By combining mathematics didactic research and VR and placing it in real teaching practice, VäXR explores how immersive learning environments can strengthen students' engagement, understanding and knowledge development.

The project is carried out in close collaboration between teachers, students, VR developers and researchers. This means that every part is rooted in educational research and the conditions that prevail in the school. The VR environment is continuously tested by students and teachers and further developed based on their feedback.

In an immersive VR environment, you can do things that neither a paper textbook nor a flat screen can offer. For example, you can stand on top of a huge pyramid and discover how angles and areas change when the shape is scaled up or down. Mathematics becomes something you feel in your body. In the VäXR application, which is being developed within the framework of the project, students are given the opportunity for an immersive learning experience where communication and exploration are at the center.

The project is also being researched by Stockholm University to study the effect of VR support on student learning. When the project reaches results, both the research study and methodological support will be published here.

VäXR is attracting interest and has, in addition to the press mentioned here, also been presented to the Riksdag. In parallel with VäXR, a project is underway within the framework of RISE EdTechLab in 2025-2026 where we explore how AI avatars can support learning in a VR environment, in a Swedish school context.

EN ISO 13849 - Safety of machinery

EN ISO 13849

EN ISO 13849-1 affects those involved in the development and use of machines and systems with safety-related parts of the control systems. The standard was updated in 2023 and this two-day course covers the new, updated version.

By following the EN ISO 13849-1 standard, you can ensure that your machinery meets the necessary safety requirements and protect workers from injuries and accidents. This course covers all stages of the standard - from initial risk analysis to final validation and requirements for any modifications. After the course, you can go ahead and apply the standard on your own. Components of the respective safety function.

Purpose

The purpose of the course is to provide a deep technical knowledge of the requirements of ISO13849-1, in order to get started and work further with the standard. The course will both go into detail on general parts of the standard and more detailed hardware and software parts. We start from the 2023 version of the standard.13849-1 becomes relevant in cases where the risk analysis concludes that you need to reduce risks with the help of functions implemented via control systems. The course will focus on explaining which components are included in each safety function.

The requirements you need to be aware of regarding stricter rules for machinery manufacturers

Do you manufacture machinery? If so, EU regulations will probably be familiar to you. The EU has had common requirements for machinery in place for over 30 years to improve safety, facilitate free trade and reduce risks to workers. However, stricter requirements will apply from 2027 when the Machinery Regulation replaces the Machinery Directive.

Why is the Machinery Regulation being introduced?

– The background to this is new technology and the new risks that it poses. The Directive did not address these risks, but the Regulation does. The Regulation also means that legal requirements will be harmonised and become the same across all EU Member States. Previously, countries might have had additional national rules or exemptions, but when the Regulation comes into force, the same rules will apply throughout the EU. It should be seen as a tool and guide for placing safe products on the market, so that neither property nor people come to harm, explains Charlotta Uddh, project manager for machinery safety at RISE.

Who is covered by the regulation?

Anyone who designs or sells machinery within the EU's single market — the area of free trade comprising the EU, Norway, Iceland, Liechtenstein and, to a certain extent, Switzerland — is covered by the regulation. This applies to start-ups developing autonomous forklift trucks, as well as multinational companies selling traditional wheel loaders. Many of the Regulation's requirements are the same as those in the Directive, but new requirements have been added for machinery exhibiting fully or partially self-developing behaviour that uses machine learning methods. In other words, this covers machinery with artificial intelligence and an internet connection.

– The changes also concern protection against tampering, which is a matter of cybersecurity, says Charlotta Uddh.

What do machine manufacturers need to do to comply with the new requirements?

– In most cases, the simplest approach will be to use a harmonised standard. The problem is that the regulation has progressed further than the standards committees have. Over 1,000 harmonised standards were linked to the Machinery Directive, and not all of them will be updated in time for 2027, says Uddh. 

– Our general recommendation is to use the latest applicable standard for your product area to incorporate the latest technology and receive guidance and support during the design process. If the latest version has not yet been harmonised, the manufacturer cannot automatically demonstrate compliance with the Machinery Directive requirements. In such cases, it is important to document why this particular version of the standard has been chosen and how compliance with the legislative requirements can be ensured.

In order to be sold on the EU market, a machine must bear the CE mark. This mark indicates that the machine complies with all relevant EU requirements relating to safety, health and the environment. Once the Machinery Regulation comes into effect, it will incorporate safety requirements relating to AI, connectivity and cybersecurity into the CE mark.

What does the machine manufacturer need to do to comply with the new requirements?

If the latest version has not yet been harmonised, this means that the manufacturer cannot automatically demonstrate compliance with the requirements of the Machinery Directive. In such cases, it is important to document why this particular version of the standard has been chosen and how compliance with the legal requirements can nevertheless be ensured. 

For a machine to be sold on the EU market, it must bear the CE mark. The CE mark is your own declaration that the machine complies with all relevant EU requirements relating to safety, health and the environment. When the Machinery Regulation replaces the Machinery Directive, the safety requirements relating to AI, connectivity and cybersecurity will be incorporated into the CE mark.

What do you think the biggest challenge will be for machine manufacturers?

– It’s a new development, and things are changing rapidly. The authorities are taking a more active role and looking into these matters. If the Swedish Work Environment Authority comes to carry out an inspection, you need to be able to produce technical documentation proving that your machine meets all the requirements, says Charlotta Uddh, continuing:

– If the visit is due to a workplace accident involving a specific machine, the machine may need to be withdrawn from the market. However, even incomplete documentation can have serious consequences, so my advice is to get your paperwork in order well in advance.

  1. Conduct a requirements analysis to determine whether you are covered by the Machinery Directive. Often, several sets of regulations must be complied with simultaneously. A requirements analysis also involves identifying which standards can be used as a basis for design.
  2. The next step is to carry out a risk assessment and draw up an action plan to minimise the risks.
  3. Set clear requirements when making purchases. Purchase products that are already CE-marked and build the machine using high-quality components to make the process easier further down the line.
  4. Arrange for an accredited body to test the machine in accordance with the standards identified in Step 1.
  5. Don't forget the mandatory user manual for the machine! The regulations allow it to be provided digitally.

About the Machinery Directive

The Machinery Regulation, which was adopted in June 2023, will come into force in January 2027. It replaces the previous Machinery Directive, which was transposed into Swedish law. From 2027 onwards, the same rules will apply throughout the EU. The main changes are:

  • There will be stricter safety requirements for machinery and work equipment in order to address the new technical risks associated with software, artificial intelligence (AI) and connected systems.
  • In order to reduce paper consumption and administrative work, user manuals in digital format will be permitted.
  • Responsibilities and roles of manufacturers, importers and distributors clarified.
  • There should be stricter rules for the assessment and control of high-risk machinery, particularly that involving AI.

The Swedish Work Environment Authority is responsible for market surveillance in Sweden. It may take the following measures against non-compliant machinery:

  • Prohibition on sale: Machinery that does not meet the required standards must not be sold or put into service on the EU market.
  • Recall: Machinery may need to be withdrawn from the market.
  • Administrative fines: Administrative fines may be imposed for the use of non-CE-marked machinery, for example.
  • Prohibitions and injunctions: enforcement measures to remedy deficiencies.
