The control system for electricity meters (ELSA), which consists of cluster sampling tests error reporting etc, is managed by RISE according to the request of Energiföretagen Sverige, the industry organization for Sweden's electricity grid companies.
ELSA is part of the service offered by Energiföretagen Sverige within the framework of the Swedish National Cluster Sampling of Electricity Meters. With the ELSA system, you can register and follow up the quality assurance of the electricity grid's household electricity meter. General information on the national cluster sampling project, schedules, instructions and plans for future sampling can be found on Energiföretagen Sverige's web site.
In ELSA, which is managed by RISE, virtually all household meters in Sweden are registered. The information about the electricity meters in the database is used to be to extract a number of electricity meters (samples) for checking in the Swedish national cluster sampling of electricity meters. The meters are checked by an inspection body (laboratory) that is accredited by the Swedish Board for Accreditation and conformity Assessment (SWEDAC).
Using these statistical methods, the results of the cluster sampling can be used to approve meter lots for six years at a time. This means that the electricity meters are allowed being used for billing until a cluster sampling shows that the ' requirements for function and measurement accuracy are no longer met.
