Since April 2024, under Swedish law, new requirements apply to products that come into contact with drinking water. Construction products used in drinking water installations must not compromise human health, affect water quality or enhance microbial growth.

A type approval describes how the essential property requirements under the Planning and Building Act and Boverket’ building regulations (the Swedish National Board of Housing, Building and Planning) are met.

With a type approval, you as a manufacturer get another 5 years to comply  with the very extensive requirements of the Drinking Water Directive, which also imposes a major limitation in the materials that may be used.

Type approval of products in contact with drinking water is conducted according to RISE certification rule CR068. 

The certification rule includes hygiene requirements for products in contact with drinking water that are intended for use in installations for the abstraction, treatment, storage or distribution of drinking water. Current rules specify that materials assessed based on the 4 MSI approach fulfil the requirements for type approval. Also assessment against Commission Delegated Regulation 2024/370 or reports from tests under Commission Implementing Decision 2024/368 fulfil the requirements for type approval.

We issue a type approval that demonstrates how the product fulfils the technical property requirements under the Planning and Building Act and the new requirements for products in contact with drinking water under the Planning and Building Ordinance.

Heat Pump KEYMARK is a voluntary and independent certification mark for heat pumps and air conditioning units. The certification includes products covered by ecodesign in EU regulations 813/2013, 814/2013 and 206/2012. Products which are intended for space heating, space cooling and domestic hot water heating including combination heaters.

The purpose of the certification is to ensure that heat pumps on the European market meet quality and performance requirements according to EU’s ecodesign regulations. At the same time consumer confidence is built through independent third-party testing and continuous factory production control. 

Through a common certification system within Europe, heat pump manufacturers can easily reach large parts of the European market.

KEYMARK is a quality mark that can be used to access public subsidies in most European countries.

RISE is an accredited and empowered certification body, authorized to certify heat pumps according to Heat Pump KEYMARK. RISE has extensive experience in supporting the heat pump industry and has since the beginning of Heat Pump KEYMARK been an active part in the development of the scheme. 

Some of the key benefits of Heat Pump KEYMARK:

• Unified certification: A single certificate that is accepted across Europe.
• Third-party testing: Heat pumps are tested by independent testing institutes to ensure they meet current requirements.

The heat pump manufacturer applies for KEYMARK certification to Certification at RISE. Subsequently, a heat pump is selected for an initial test at an independent third-party laboratory. RISE has a cooperation agreement with several European test laboratories. The manufacturer has the possibility to choose test laboratory independently. This increases the flexibility and reduces the risk of long lead times. The test laboratories which have been approved by RISE can be found on the KEYMARK website via the link down below. Tests are conducted according to applicable parts of the European standards: EN 14511, EN 14825, EN 16147, EN 12102, and EN 15879-1. 

Factory Production Control (FPC) is carried out at all manufacturing sites by a RISE-qualified auditor, with a strong focus on the production line and quality system. 

The manufacturer declares performance data according to the above-mentioned European standards in the KEYMARK database for comparison against the test report. The FPC report is also evaluated. Once all relevant documentation has been received and assessed to meet current requirements, a KEYMARK certificate can finally be issued.

The certificate is published on RISE website as well as in the KEYMARK database of certified heat pumps. A certificate is issued with a validity period of 10 years. After that, the certificate can be renewed. The validity assumes that the certified heat pump continuously placed on the market meets the requirements and that the manufacturers system for self-inspection is continuously reviewed and assessed according to an established plan. 

The certificate holder can label their heat pump with the KEYMARK logo along with the applicable certificate number. The holder can refer to the certificate and show that the product has been tested and certified by a third party.

If you want to sell construction products on the European market, it is important that your products or construction systems are CE marked and performance declared in accordance with the Construction Products Regulation (EU) No 305/2011 (CPR). This ensures that you meet the requirements and have full access to the markets in Sweden, the EU/EEA.

Do you want to sell a construction product within the EU/EEA? Then you need to know which route to CE marking applies to your product.

There are two ways to CE mark a construction product:

1. Mandatory CE marking

   Applies when the product or construction system is covered by a harmonized standard (hEN) or a European Technical Assessment (ETA). In this case, CE marking is a legal requirement for sale in Sweden, the EU/EEA, Switzerland, and Turkey.

2. Voluntary CE marking via ETA

   ETA is a voluntary system used when there is no harmonized standard but the manufacturer still wants to CE mark the product. This is done through an ETA – European Technical Assessment. With an ETA, you get a clear technical specification and can CE mark and declare the performance of the product for sale in the EU/EEA, Switzerland, and Turkey.

RISE is a Notified Body and Technical Assessment Body (TAB) and works with CE marking and performance declaration, the Construction Products Regulation (CPR).

With RISE, you get a safe and efficient route to CE marking – so you can launch your products on the market without hindrance.

The new Construction Products Regulation, which came into force on January 8, 2026, will be applicable when new and revised harmonized product standards are in place. For more information and a priority list for product areas, please refer to Boverket.se. The new Construction Products Regulation is monitored by RISE.

The transition to the new Construction Products Regulation entails important changes for you as a manufacturer. Among other things, a new assessment and verification system, AVS 3+, is being introduced, which requires third-party validation of the environmental performance of construction products.

This means that your environmental assessments—such as life cycle assessments (LCA), environmental product declarations (EPD), and climate data—must be reviewed and verified by a notified body. RISE will offer this verification service.

The introduction of the new Construction Products Regulation will take place in stages and will take many years. During a long transition period, most construction products will therefore still be covered by the current Regulation (EU) 305/2011.

As a Notified Body, RISE provides:

• Certificates designated “Certificate of Continuity of Performance of Construction Products” or “Certificate of Conformity for Factory Production Control”
• AVCP 3 report (summary report) for performance assessment

As a Technical Assessment Body (TAB), RISE provides:

• Certificates/technical specifications designated ETA (European Technical Assessments)
• Preparation of European Assessment Documents (EAD)

RISE offers certification of components and accessories for measuring instruments in accordance with WELMEC Guide 8.8. We issue Parts Certificates and Evaluation Certificates that can be used as a basis for certification according to MID and NAWI.

The purpose of a Parts Certificate, or an Evaluation Certificate is to be a part of basis for a type examination of a complete measuring system according to the Measuring Instrument Directive 2014/32/EU (MID) or Non-Automatic Weighing Instrument Directive 2014/31/EU (NAWI).

All evaluation and testing are based on the requirements in WELMEC Guide 8.8. For parts of measuring systems an Evaluation Certificate (EC), or Parts Certificate (PC), can be issued in accordance with WELMEC Guide 8.8. Older Test Certificates (TC) can be transferred to Parts Certificates. New Test Certificates cannot be issued. 

What can be certified? 

RISE offers certification of the following components and accessories:

1. Lastceller
2. Parts with A/D converters without load cell
3. Fully Digital Components (PDP)
4. Cash register system (POS)
5. Measuring instruments for liquids other than water (LOTW)

The certification is carried out in accordance with the requirements of WELMEC Guide 8.8. Older Test Certificates can in some cases be reworked into a Parts Certificate.

A clear definition of the measuring instrument and its intended use must be provided at the initial contact with RISE

The process begins with submitting an application together with technical documentation for the component or product to be certified. Based on the documentation, RISE develops an evaluation plan that describes the assessments and tests that are required. The technical documentation is reviewed and any tests are carried out in accordance with WELMEC Guide 8.8. Tests can be performed in RISE laboratories. 

If the product meets the requirements, a Parts Certificate or Evaluation Certificate is issued that can be used as a basis for certification of the complete measuring instrument. A Parts Certificate or Evaluation Certificate is normally valid for ten years. Validity requires, among other things, that the product is not altered and that the requirements on which the certification was based are still up-to-date.

RISE certification rule SPCR 181

A certified event sustainability management system provides the conditions for effective and systematic sustainability work that adds value to the organization and its stakeholders. The standard is a powerful tool for meeting organizers, one-off events and recurring events of all sizes.

Organizations that certify to ISO 20121 demonstrate both internally and externally that they are making an active choice regarding the sustainability management of their operations and the impact of their products and services on stakeholders and society.

The standard for sustainability in events is aimed at various venues and meeting and event organizers. The standard works for both one-off and recurring events. It is a management tool to guide how the organization's work is planned, implemented, monitored and continuously improved. It helps organizations to:

• identify and reduce its impact on stakeholders and society
• ensure compliance with legal and other stakeholder requirements
• provide management with good control over the organization's impact on sustainability issues
• set concrete sustainability targets for improvement to continuously monitor and evaluate environmental performance
• continuously improve its sustainability performance
• create sustainable business models

An independent agreement with specific requirements for event sustainability management system certification is ensured through an initial audit, annual follow-up audits and recertification audits every three years. Follow-up audits are carried out during the event.

Non-automatic weighing instruments placed on the EU market must comply with the requirements of Directive 2014/31/EU and bear the CE marking. RISE is a Notified Body under the Directive and performs the assessments required to verify that your product complies with the applicable regulatory requirements.

With RISE, you receive an independent and recognized basis for the CE marking of non-automatic weighing instruments. We review the product and its documentation, issue the necessary certificates, and guide you through the process so that you can access the European market efficiently and with confidence.

About non-automatic weighing instruments

A non-automatic weighing instrument (NAWI) is a weighing instrument that requires the intervention of an operator during the weighing process.

The Directive covers, among other things, weighing instruments used for:

• trade and commercial transactions based on weight
• the calculation of taxes, customs duties, and fees
• legal and governmental purposes
• patient weighing in healthcare settings
• prescription compounding in pharmacies
• medical and pharmaceutical laboratories
• direct sales to consumers

• Type Examination (Module B)

The manufacturer submits an application together with the technical documentation. RISE reviews the documentation and assesses whether the weighing instrument complies with the requirements of the Directive. Where harmonised standards are applied, these form the basis of the assessment. If the standards are not applied, RISE develops an evaluation plan in cooperation with the manufacturer.

If the weighing instrument meets the requirements, RISE issues an EU Type Examination Certificate. The certificate is normally valid for 10 years.

• Quality System Assessment (Module D)

RISE assesses the manufacturer's quality system to ensure that production consistently complies with the requirements for the approved weighing instrument type. The assessment includes an initial review followed by regular surveillance activities.

Once the quality system has been approved, RISE issues an Assessment Decision. The certificate is valid for three years and is maintained through annual assessments.

• Product Verification (Module F)

RISE verifies that manufactured weighing instruments conform to a valid type examination certificate. Verification may be carried out on each individual instrument or by statistical sampling.

If the product meets the requirements, RISE issues a Certificate of Conformity. This certificate provides the manufacturer with the basis for using RISE's notified body identification number together with the CE marking on the verified products.

It is the manufacturer's responsibility to ensure that the weighing instrument complies with the requirements of the Directive and is correctly CE marked.

The manufacturer is defined as the person or organisation that places the non-automatic weighing instrument on the market under its own name, regardless of whether the instrument was manufactured by that person or organisation or produced on their behalf by another party.

RISE certification rule SPCR 306

Measuring instruments placed on the European common market must bear the  CE mark to demonstrate that they complies with the essential requirements of directive 2014/32/EU. RISE is a Notified Body for assessing a variety of measurement instruments. In its capacity as Notified Body, RISE is entitled to issue the documents that the manufacturer needs

It is the manufacturer's responsibility to ensure that the measuring instrument meets the requirements of the directive and that it is CE marked. The term manufacturer means any natural or legal person who places the measuring instrument on the market, under his name or trademark, no matter if he has manufactured the measuring instrument by himself, or has had parts of or all manufacturing made by another company. 

The manufacturer must turn to a Notified Body with an application for assessment. The task of the Notified Body is to review the measuring instrument and determine whether the instrument complies to the requirements of the directive. If the Notified body concludes that the measuring instrument meets the requirements, an EU type examination certificate, assessment decision or certificate of conformity will be issued, which the manufacturer can use as part of the documentation required for CE marking. 

For some of the measuring instruments, harmonized standards have been developed and are applicable. If the measuring instrument in full comply with a harmonized standard, the requirements of the directive will automatically be met. In cases where a harmonized standard is not applicable, the manufacturer must show how the essential requirements of the directive have been met for the intended use of the instrument. RISE performs an evaluation to verify that the solutions are relevant and that the requirements are fulfilled.

• EU type examination (module B)

The process starts when RISE receives an application from the manufacturer for EU type examination of a measuring instrument in accordance with directive 2014/32/EU. The technical documentation shall be attached to the application. A special application form is available, and this also describes what should be included in the technical documentation.

If the instrument is designed according to a harmonized standard, this will be used as a basis for testing and evaluation. The technical documentation and the results of the tests are evaluated.

In cases where a harmonized standard is not applicable or not complied with, the manufacturer is obligated to describe how the measuring instrument complies with the relevant essential requirements, as an attachment to the application. The description shall also describe the solutions used to fulfil the essential requirements. A plan for evaluation is developed by RISE in consultation with the manufacturer, on how to test the equipment.

• Assessment of quality system (module D)

The manufacturer applies to RISE for an assessment of the quality system regarding the manufacture of one or more measuring instruments. The measuring instruments shall have a valid EU / EC type-examination certificate from RISE or any other notified body. The certificates and technical documentation must be attached to the application (not required if RISE has issued the certificates).

RISE, in agreement with the manufacturer, performs an initial assessment of the quality system on site at the manufacturers premises. Follow-up assessment of the quality system then takes place annually.

• Conformity to type based on product verification (module F)

The manufacturer applies to RISE for product verification to verify the compliance of the measuring instrument with the EU/EC type examination certificate. Product verification is carried out by testing each measuring instrument or by statistical checks of a batch of measuring instruments. 

The measuring instruments must have a valid EU/EC type certificate from RISE or another notified body. The EU/EC type examination certificate and declaration of conformity shall be attached to the application. A special application form is available, and this also describes what must be attached to the application.

• ​​Conformity based on unit verification (module G)

The process starts when RISE receives an application from the manufacturer for assessment of a measuring instrument in accordance with directive 2014/32/EU. The technical documentation shall be attached to the application. A special application form is available, and this also describes what should be included in the technical documentation.

If the instrument is designed according to a harmonized standard, this will be used as a basis for testing and evaluation. The technical documentation and the results of the tests are evaluated.

• Assessment of quality systems (module D)

RISE reports the result from the initial assessment in a written report. Any deviations shall be corrected by the manufacturer and reported to RISE. Once RISE has approved the measures, an assessment decision is issued regarding the production control. The validity period for an assessment decision is 5 years. This gives the manufacturer the right to use RISE id no. as Notified Body together with the CE marking on the measuring instrument(s) concerned. Follow-up audits of the quality system must then be carried out at 1-year intervals.

• Conformity to type based on product verification (module F)

If RISE makes the assessment that the measuring instrument(s) meets the requirements, RISE will issue a certificate of conformity. The certificate has no validity period. The certificate gives the manufacturer the right to use the RISE id no. as Notified Body together with the CE marking on the measuring instrument(s) covered by the certificate.

• ​​Conformity based on unit verification (module G)

If RISE makes the assessment that the measuring instrument meets the requirements, RISE will issue a certificate of conformity. The certificate has no validity period. • Conformity based on full quality assurance (module H)

This gives the manufacturer the right to use RISE id no. as Notified Body together with the CE marking on the measuring instrument concerned. Follow-up audits of the quality system must then be carried out at 1-year intervals.

No preparation is required, however, a clear definition of the measuring instrument and the intended use of the instrument should be made clear in the initial contact with RISE Certification. An initial contact with RISE Certification should be made as early as possible when a measuring instrument is to be certified.

When assessing quality systems in accordance with module D, the manufacturer shall have a documented quality system implemented in the business.

RISE Certification rule SPCR 302

Lifting accessories and lifting machinery are covered by the Machinery Directive, 2006/42/EC and shall be CE marked. For certain types of lifting accessories, there are harmonised standards that can be followed to meet the requirements of the Machinery Directive.

RISE has extensive experience of CE marking of lifting accessories and lifting machinery. Our broad expertise enables us to offer our customers support relating to CE marking, either throughout the complete process including testing, or e.g., to determine applicable requirements or standards.

For measuring instruments there are international recommendations, issued by OIML (International Organization of Legal Metrology). RISE is appointed as an Issuing Authority for a number of these recommendations and can in that role issue OIML certificates. An OIML certificate can be used in an application for national or regional type approvals.

The purpose of an OIML certificate is to show that the measuring instrument meets the requirements of an OIML recommendation. The OIML certificate can be used in an application for a national or regional type approval.

The process starts when RISE receives an application from the manufacturer. The technical documentation shall be attached to the application.
A special application form is available, and it has a guide to what the technical documentation shall contain.

An evaluation plan is developed by RISE in consultation with the manufacturer to decide what tests are required. The technical documentation and the results of the tests are evaluated. RISE test laboratories can perform testing according to the OIML recommendations

If RISE makes the assessment that the equipment meets the requirements in the actual OIML recommendation, an OIML certificate and an OIML type evaluation report will be issued. The certificate has no specific validity time stated, and will be valid as long as no changes are made to the instruments, and the recommendation is still valid. The OIML type evaluation report compiles the results of various tests and examinations that have been performed.

Limestone for liming of lakes and wetlands are currently used to reduce acidification and its problems. To use an effective and gentle product as possible to be used in liming, RISE, in collaboration with the Swedish Lime Association, manufacturers, the Swedish Agency for Marine and Water Management and the County Administrative Board in Jönköping,

P-marking of limestone for liming of lakes and wetlands is a voluntary commitment that means that the quality of the limestone is checked by an independent party, which contributes to increasing customers' confidence in the product.

The purpose of the certification rule is for manufacturers and users of the limestone intended for lakes and wetlands to be able to detect / choose limestone with good efficiency and with a low content of environmentally hazardous metals.

The certification rule SPCR 155 is based on current standards and the Swedish Agency for Marine and Water Management's regulations on liming of lakes and watercourses HVMFS 2013: 27 and Liming of lakes and streams - Handbook 2010:2.

In order to P-mark a limestone, the product must first be type-tested by RISE, and an initial audit inspection carried out to ensure that the manufacturer has the competence and ability to manufacture products that meet the requirements of SPCR 155. There are also requirements that the manufacturer has a working quality system for its production. The manufacturer's control system is monitored: an agreement is signed by RISE and the manufacturer on continuous audit inspections and testing and thereafter an external audit is carried out every year at the manufacturer site, including sampling and testing according to SPCR 155.

After an initial type test, audit inspection and document review have been carried out and any non-conformities have been corrected by the manufacturer, a certificate is issued and an agreement on continuous supervision is drawn up with RISE. Then the opportunity is also given to use the certification mark (P-mark). Every year, RISE then conducts an external audit that results in an audit report and a test report.
