We refer to the Swedish Chemicals Agency's substitutiont tool PRIO for prioritising chemicals for substitution, where criteria are provided for:
These are substances that possess the most severe hazardous properties for human health and should be prioritised for substitution. Phase-out substances may also be subject to bans, but many substances are permitted for use and may occur in chemical products and articles.
Phase-out substances have the following properties (for a full description visit PRIO):
| CMR-substances (Cat 1A or 1B) | EDCs |
| Strongly allergenic (Resp Sens 1A or 1B, or Skin Sens Cat 1A) | PBT /vPvB-, PMT /vPvM- substances |
| Particularly hazardous metals (Cd, Hg och Pb) | PFAS (particularly persistent substances) |
| Fluorinated greenhouse gases (F-gases) | Ozon depleting (Cat 1) |
These are substances with somewhat less severe effects on human health or the environment than phase-out substances. Their use and the risk of exposure should be reviewed, and substitution should then be considered.

Within both priority levels, there may be substances that are subject to restrictions or bans under chemicals legislation, which you must be aware of and comply with.
