The European Commission has designated 5 different labs in Europe to become EU reference laboratories (EURLs) for high-risk in vitro diagnostic medical devices (IVDs) according to Article 100 of Regulation (EU) 2017/746.RISE has been designated in the scope "Respiratory viruses that cause life-threatening diseases" and " Blood grouping markers".

Purpose/Benefit:

The EURLs for high-risk in vitro diagnostic medical devices (IVDs) are designated according to Article 100 of Regulation (EU) 2017/746. This was done by the following implementing acts, Commission Implementing Regulation (EU) 2023/2713 and Commission Implementing Regulation (EU) 2025/2526 designating EU reference laboratories in the field of in vitro diagnostic medical devices.

The main tasks of the EURLs: advisory ones and those related to conformity assessment, particularly of the highest risk, i.e., class D devices. The EURLs were chosen on the criteria within and will work with the tasks listed in Commission Implementing Regulation (EU) 2022/944.

For conformity assessment of class D devices, the EURLs will:

  • verify the performance of class D devices and compliance with common specifications,
  • perform batch testing of class D devices.

The designated laboratories are:

1. RISE Research Institutes of Sweden, Sweden

What scopes of the class D devices are covered by the EURLs?

- Hepatitis and retroviruses
- Herpesviruses
- Bacterial agents
- Respiratory viruses that cause life-threatening diseases
- Parasites
- Blood grouping markers

Which scope are covered by which EURL?

Can be found in the Implementing act: https://eur-lex.europa.eu/eli/reg_impl/2023/2713/oj and https://eur-lex.europa.eu/eli/reg_impl/2025/2526/oj

Status of EU reference laboratories

The designation act includes transitional arrangements to allow the EURLs to form a network and harmonize their working methods and for manufacturers and notified bodies to adapt their processes to include EURL testing.

The EURLs have started their tasks in the conformity assessment of devices since1 October 2024.

EURLs have created a network to coordinate and harmonize their working methods. They are all both working as a whole network with all laboratories as well as scope specific networks. The general network and the sub-networks works on harmonization of methods, procedures, processes, etc. in particular on common laboratory test procedures for performance verification and batch testing of devices. The works also will also adopt common rules of procedure. RISE is coordinating this work.

What will the fee be for using the EURLs?

The fees that the EURLs are going to use are according to Commission Implementing Regulation (EU) 2022/945

Rules for Setting the Fees for EU Reference Laboratories (EURL)

Fee Coverage

Fees levied by EU Reference Laboratories may cover the following categories of costs:

1. Staff costs: Includes staff hours, travel, accommodation, and subsistence costs.
2. Equipment costs: Applicable when the equipment is not provided by the manufacturer of the device to be tested.
3. Consumables, test specimens, and reference materials.
4. Shipping costs: For sample transportation.
5. Translation costs.
6. General laboratory operation costs.

Outsourced Testing
When a task is outsourced to another laboratory under a contract, the fees may include the costs paid to that laboratory for completing the requested task.

Fee Calculation Principles
1. Fees must be non-discriminatory, fair, reasonable, andproportionate to the services provided.
2. Fees shall be calculated based on incurred costs.
3. If calculating the incurred costs for a particular category (staff, equipment, consumables, shipping, translation) is unreasonably burdensome, the EURL may estimate the costs based on average costs for that category.
4. The fee for general operation costsshall be determined as a percentage of the combined costs of the other categories and may not exceed 7% of those costs.

How do notified bodies work with EURLs?

We are currently working together with the NBGC Med-IVD Class D on how the EURLs and NB will be working together.
The EURLs will have contact with the Notified bodies for testing of devices and not with the manufacturers.

How do notified bodies work without EURLs?

For class D devices must be tested by the EU reference laboratory before they may be placed on the market, regardless of whether or not they are novel. There are two key types of testing – verification of performance and batch testing.

Regarding the conformity assessment of devices without a designated EURL, they may still be certified by notified bodies and placed on the EU market according to Regulation (EU) 2017/746.

The EURL-related elements of the conformity assessment do not apply to them until an EURL is designated. Please see MDCG 2021-4 for guidance on how the EURLs should be integrated into the conformity assessment process when designated.

What if there is no EURL for an class D testing scope yet?

For the remaining 2 categories, namely arboviruses and haemorrhagic fever and other biosafety level 4 viruses, there were either no laboratories that satisfied the criteria or their combined capacity was insufficient to cover the expected volume of requests. There has been a call for interest out for the remaining scopes, which is now processed by EC. Expression of interest open – Possible second call for EU reference laboratories for high-risk in vitro diagnostic medical devices - European Commission (europa.eu)

Recommendations on suitable reference materials and reference measurement procedures of higher metrological order

According to IVD regulation 2017/746, Article 100 (2h), EURLs have to provide recommendations on (i) suitable reference materials and (ii) reference measurement procedures of higher metrological order for their specific scopes. This applies only to devices whose intended use is related to class D. The purpose of sharing this information is that class D IVD stakeholders have availability of references regarding standards and metrological traceability of IVD devices.

In relation to reference measurement procedures of higher metrological order (ii),
some database can be consulted. The JCTLM Database lists higher-order
reference materials, measurement methods and services to be used in calibration
hierarchies for value assigning calibrators and trueness control materials for
quantities measured by in vitro diagnostic medical devices. The listed reference
materials, measurement methods and services when applied following the models
described in ISO 17511:2020, ‘In vitro diagnostic medical devices —Requirements
for establishing metrological traceability of values assigned to calibrators, trueness
control materials and human samples’, can be used to establish metrological
traceability.

Besides JCTLM, other publications in relation to metrological traceability have
been also selected as possible source of recommended procedures of higher
metrological order and general framework for this topic:
• CLSI EP32 - Metrological Traceability and Its Implementation

Cement and different types of binders at RISE

Name of service (page headline, shown in promos – maximum of 70 characters incl. spaces): Cement and different types of binders Lead (include SEO-words and the main benefits for your target groups. Stick to one paragraph, maximum 2-3 sentences):

Our services for binder chemistry are consulting meetings, identification of new materials, reactivity tests, validation of SCM, regulation & standardization, the potential of new SCM, and characterization of alternative binders.

Purpose/Benefit:

Presently, Portland cement is the most important material used in concrete, and in enormous quantities, more than 4 billion tons globally. It is also a significant contributor to the total anthropogenic emissions of carbon dioxide, standing at 8% nowadays. There is a large interest in finding new sources for potential materials that can be used in two different ways: binders and alternative binders.

For the cement industry, a binder is an ordinary Portland cement (OPC) based material where a part of cement is substituted by supplementary cementitious materials (SCM). An SCM can be a natural material such as clay or a by-product from other industries such as fly ash or ground granulated blast furnace slag. The substitution of cement by SCM can be between 5 and 65%. The replacement by SCM leads to a reduction of the CO2 emission link to cement production as less OPC is used.

An alternative binder is a material that has similar properties that ordinary Portland cement (OPC) but does not contain any OPC. They are becoming increasingly important for the transition to climate climate-neutral construction industry. There is a need to develop new alternative binders with low CO2 -footprint.

RISE has expertise in the entire binder value chain starting from chemical analyses to large-scale structural implementation.

Method (what/which methods are used to perform the service):

If you are interested in the development, testing, and evaluation of any potential material that can be used as an SCM or alternative binder, RISE can offer a consulting discussion before any testing starts. The services we offer are listed below:

•  Consulting meeting

  • Talk to our experts at RISE if you think you have a resource that can be potentially used as supplementary cementitious materials SCM or alternative binder
  • Our experienced experts will propose a plan of action by validating your ideas, understanding your perspective, and theoretically evaluating the actual potential

• Our general services include:

  • Identification of new material sources for the production of SCM or alternative binders
  • Testing the reactivity in cement
  • Validation testing of SCMs in concrete applications
  • Possibilities according to the regulation and standardization for the introduction of new materials in concrete in Sweden (link to a description)

• Testing properties of conventional SCMs (fly ash (FA), granulated ground furnace slag (GGBS)): While GGBFS and FA have been used for decades, their properties need to be tested for new sources, applications, markets, and conditions. Approach us for testing and analysis if you have:

  • New sources of conventional SCMs
  • New applications of conventional SCMs
  • Introduce your SCMs in new markets

• Assessment of potential new SCMs (high-volume materials rich in Al2O3, SiO2, Ca, Mg, Fe, etc.): Availability of conventional SCMs is decreasing as we move to greener sources of energy production (thereby reducing coal FA) and ferrous metal production (thereby reducing conventional GGBFS). There is a push to develop new SCMs, even if at additional cost of production and development.

  • Approach us for testing and analysis if you have high-volume materials rich in Al2O3, SiO2, CaO, MgO, Fe2O3, etc. Examples of such products are:
    • Calcined clay
    • Metallurgical industry wastes
    • Mining wastes
    • Incineration ashes
    • Paper/Pulp production wastes
    • Dredging sediments
  • In addition to test reactivity, we develop activation methods for different selected materials to be used as SCM. Some materials cannot be used as it is. A pre-treatment such as calcination, grinding, washing, …  is necessary to enhance the properties of the materials

• Characteriztion of alternative binders: RISE can provide materials characterization and property testing of alternative binders ie. calcium sulfoaluminate cement (CSA), Belite-Ye'elimite-Ferrite Cement, prehydrated calcium silicate cement, magnesium silicate cement, etc.

  • Composition and particle size analysis by micro-XRF, XRD, and particle analyzer
  • Heat of hydration by isothermal calorimetry
  • Setting time and strength testing
  • Durability testing such as testing for shrinkage/expansion, resistance to freeze-thaw cycles, chloride ion penetration, and sulfate attack
  • Compatibility testing with other binders, SCMs, and additives

Welcome to contact us if you want to know more about what RISE does in cement, SCM, and alternative binders.

Analysis of Wood Extractives

Name of service (page headline, shown in promos – maximum of 70 characters incl. spaces): Analysis of Wood Extractives Lead (include SEO-words and the main benefits for your target groups. Stick to one paragraph, maximum 2-3 sentences):

Extractives are low molecular weight compounds that can be extracted from wood. The substances protect the tree against rot, pests and other attacks but can cause problems in industrial processes.

Purpose/Benefit:

Wood extractives are well-known to cause problems in the production process e.g. by formation of deposits on process equipment or foaming. The extractives may also give rise to spots in the pulp or paper, as well as negatively influence several paper properties. Isolated and modified wood extractives are also compounds with a very high added value in various fields as biochemicals (e.g., pharmaceuticals and cosmetics).

What can we do?

RISE has very long experience in analysis of wood extractives. We can offer a wide range of extraction and characterization techniques which, in combination, offer a detailed characterization of the extractives in various types of samples, for example:

• Extractive content (gravimetric) in all types of samples.

• Chemical composition and quantification of Extractives in wood and bark, extractives in pulp and paper, tall oil in black liquor and Extractives in liquors and filtrates.

• Characterization of deposits and spots.

• Molecular weight distribution of extracts.

Method (what/which methods are used to perform the service):

Extracts are derivatized and analyzed by GC/MS: Typically, individual fatty acids, resin acids, sterols, fatty alcohols, hydroxy acids etc. are quantified.

Molecular mass distribution: The molecular mass of an extract is determined by size-exclusion chromatography (SEC), THF (tetrahydrofuran) or water-based systems. Detection with ultraviolet detector and/or refractive index detector and/or light scattering detector (MALS).

Analysis with LC/MS: Water soluble compounds can be investigated and quantified by liquid chromatography combined with mass spectrometer.

Phenolic groups: Sum of phenolic groups are determined using the Folin-Cocialteau spectrophotometric method.

Characterization of extracts with Pyrolysis-GC/MS: The results are given in the form of chromatograms (pyrograms) with identification of seen compounds e.g. lignin, carbohydrates, tannins, extractives etc. Semi quantitative analysis. Very small samples (about 1 mg) can be analysed.

Delivery (what does the client get after performed service – e.g. a report, certificate etc.):

Results are compiled in an analysis report.

Measuring the Molecular Weight Distribution of Lignin

Name of service (page headline, shown in promos – maximum of 70 characters incl. spaces): Measuring the Molecular Weight Distribution of Lignin Lead (include SEO-words and the main benefits for your target groups. Stick to one paragraph, maximum 2-3 sentences):

Molar mass and molar mass distribution is a fundamental property of lignin and an important characteristic for understanding and predicting polymer performance. We have equipment specialized for measuring molar mass distribution on lignin.

Purpose/Benefit:

Knowing the molar mass distribution (MMD) is important to, for example, follow how the lignin is affected by different modifications and processes and to understand in which application a certain type of lignin would fit.

Method (what/which methods are used to perform the service):

RISE has one THF-based SEC-system equipped with an RI and UV detector and one alkali-based SEC-system with three detectors, RI, UV and MALS (Multi-Angle Light Scattering), especially designed for lignin analysis.

The lignin molecules are separated in a column based on their size. For the RI- and UV-detectors, the sample is compared to standards with known molecular weight, similar in structure to the lignin, to calculate the molecular weight of the sample. With the MALS-detector, light scattering is used to determine molecular weight, why calibration standards are not necessary. Hence, MALS gives the a direct estimation of the molecular weight.
