“Data Sharing for Car Sharing” is a preparatory study in which RISE, together with industry stakeholders, investigates the conditions for a digital infrastructure tailored to the needs of the car‑sharing ecosystem.

In a previous project, RISE and industry stakeholders ran a Policy Lab and developed a proposal for a modernized regulatory framework for car rental within the Drive Sweden program

In addition to proposing changes to the regulatory framework, the Policy Lab identified a significant need for a digitalized, machine‑readable data exchange between vehicle intermediaries, authorities, and other stakeholders. Today, the transfer of information to agencies such as the Police Authority is handled manually, and congestion tax decisions are still sent by mail to rental companies

Access to relevant and accurate data is a major challenge for the car‑sharing industry. The lack of coordinated data sources complicates operational processes and communication with authorities such as the Police Authority (and other law enforcement agencies), the Swedish Transport Agency, and the Swedish Tax Agency. 

There is no shared infrastructure for information related to vehicle availability, taxes, fees, and law‑enforcement needs in the context of car‑sharing operations

The feasibility study aims to assess the conditions for creating an industry‑wide data hub where actors can share and utilize data across the entire ecosystem. The hypothesis is that such a hub could enable:

• A more efficient exchange of information between private and public actors,
• Increased transparency regarding vehicle availability and parking spaces,
• Future opportunities for automated data transfer from, for example, the Swedish Tax Agency,
• A fast and secure response to police inquiries about vehicle usage

The goal is to identify technical, legal, and organizational barriers; establish a clear understanding of stakeholder needs; identify potential business models; evaluate data standards and API solutions; and develop both a conceptual model for a data hub and a roadmap for phased implementation.
