CFORT strengthens Sweden’s total defence by gathering, developing, and sharing knowledge on how to protect buildings, facilities, and critical functions. The network supports both civilian and military actors and helps society remain better prepared in a time of increasing demands and new security challenges.
RISE operates and organizes CFORT’s activities. The centre is hosted by RISE, which, together with the Swedish Fortifications Agency and the Swedish Armed Forces, funds the work. The Swedish Defence Research Agency also participates in the steering group.
Organisations within the total defence gain through CFORT:
To participate, the organisation must be a government agency or an actor within the total defence sector with a need for fortification-related competence. Expressions of interest are submitted via Mia Kumm.
CFORT has a reference group consisting of government agencies within the total defence sector. The group identifies needs, influences CFORT’s direction, and brings new results and insights into their own organisations.
The reference group includes:
The Swedish Armed Forces, the National Defence Radio Establishment, the Swedish Civil Defence and Resilience Agency (MSB), the Swedish Parliament Administration, the Government Offices of Sweden including the Ministry for Foreign Affairs, the Swedish Police Authority, the Swedish Security Police, the National Property Board of Sweden(SFV), the Swedish Board of Agriculture, the Swedish Prison and Probation Service, the Swedish Energy Agency, the Swedish Post and Telecom Authority (PTS), Svenska kraftnät, the Riksbank, the Swedish Transport Administration, the Public Transport Administration of the Stockholm Region (SLL), the Swedish Defence University (FHS), and the Swedish Radiation Safety Authority.

CFORT – the Centre for Fortification Expertise – is a national knowledge centre working to protect socially critical functions from both current and future threats. This includes everything from explosions and intrusions to disruptions in the electrical environment, energy supply issues, fire risks, and CBRNe substances. The goal is to provide civilian and military actors with the knowledge they need to maintain safe and functional operations in a deteriorating security environment.
To participate, the organisation must be a government agency or an actor within the total defence structure with a need for fortification expertise. Those interested can register with Mia Kumm, total defence strategist at RISE.
