As an independent third party, RISE has developed a verification program that makes the recommendations safe and reliable tools for the construction sector - a clear testament to credibility and quality.
In the new building regulations, all general guidelines have been removed, which means that the industry itself is expected to take greater responsibility for ensuring that Boverket's regulations are met. One way of taking this responsibility is through industry recommendations, which provide guidance on how the functional requirements can be applied in practice.

To meet this challenge, RISE offers broad support to the construction sector in its work with the new building regulations. Industry recommendations, also known as industry guidelines and industry documents, are a way of describing professional practice and verifying the functional requirements in the building regulations. An industry recommendation can be initiated by a builder, industry organization, or other established player. To ensure that the recommendation meets all requirements, it should be reviewed by an independent third party.

To ensure quality and credibility, RISE, as an independent third party, has developed a verification program for industry documents. The program is based on three main principles: broad support within the industry, compliance with applicable building regulations, and science and experience, as well as the participation of relevant stakeholder groups in the development of the documents.
“Verification is carried out in accordance with ISO 17029 and entitles the document to be labeled – a mark of credibility and quality. The process includes annual follow-ups and re-verification at least every five years,” says Dag Sjöholm.
The very first reviewed and verified industry recommendation, Dimensioning of tap water pipes, was launched in 2024 by RISE and Säker vatten. It was in parallel with this work that RISE developed a method for verifying industry recommendations based on the international standard IEC/ISO 17029:2019.
More industry recommendations have been verified by RISE since then, and Dag Sjöholm sees growing interest.
"More documents are in the pipeline, with industry partners working together to ensure that the overall functional requirements are met. Industry recommendations can be a powerful tool for defining professionalism, ensuring quality, and building trust—both within the industry and with authorities and customers," says Dag Sjöholm.
