This means that for construction products that are covered by a so-called harmonized standard, it is mandatory to declare the performance and CE mark the product before placing it on the market. The same rules apply in Sweden and other countries in the EU / EEA, Switzerland and Turkey.
A construction product is defined by the Construction Product Regulation (CPR) as follows: "any product or kit that is manufactured and placed on the market to be permanently included in construction works or parts thereof and whose performance affects the performance of the construction work in relation to the basic requirements for construction works."
The road to CE-marked product may look different. In many cases, the manufacturer can perform type testing himself and ensure that he has his own factory production control. In other cases, type testing and/or monitoring of the manufacturer's factory production control is required by a so-called notified body (NB).
RISE can guide you to clarify the requirements that apply to your particular product. We are a notified body for about 160 harmonized standards, which means that you can contact us if your standard requires testing and/or monitoring of factory production control by a notified body. RISE is constantly expanding the number of standards for which we are notified bodies, so please contact us even if we are not a notified body at this time.
In addition to the mandatory CE-marking where there is a harmonized standard, there are also opportunities to voluntarily declare performance and CE-mark a product even though it is not covered by a harmonized standard. This is done through a European Technical Assessment (ETA) and RISE can perform this in the role of technical assessment body (TAB).
The certification process starts with the submission of an application/order together with documentation for the current product and other relevant documentation. After this, submitted documentation of RISE is reviewed and a planning of the continued process is done in collaboration between the customer and RISE regarding necessary things to do, schedule and the like. The Construction Product Regulation (CPR) has the following ways of assessing a product's performance, for four of which require that tasks be performed by a notified body. Which of these assessment systems is to be applied is stated in the current standard. The assessment systems are as follows:
Regarding system 1+ (according to annex V part 1.1 of CPR)
The notified product certification body (RISE) shall decide on the issuing, restriction, suspension or withdrawal of the certificate of constancy of performance of the construction product on the basis of the outcome of the following assessments and verifications carried out by that body:
Regarding system 1 (according to annex V part 1.2 of CPR)
The notified product certification body (RISE) shall decide on the issuing, restriction, suspension or withdrawal of the certificate of constancy of performance of the construction product on the basis of the outcome of the following assessments and verifications carried out by that body:
Regarding system 2+ (according to annex V part 1.3 of CPR)
The notified product certification body (RISE) shall decide on the issuing, restriction, suspension or withdrawal of the certificate of constancy of performance of the construction product on the basis of the outcome of the following assessments and verifications carried out by that body:
Regarding system 3 (according to annex V part 1.4 of CPR)
The notified laboratory (RISE) shall assess the performance on the basis of testing (based on sampling carried out by the manufacturer), calculation, tabulated values or descriptive documentation of the construction product:
AVCP 4
This assessment system does not require the involvement of a notified body, RISE can assist with guidance and testing whenever desired.
Required documentation needed from a notified body to draw up a declaration of performance and to be able to CE-mark the product. This documentation consists of the Certificate of Compliance with current requirements, test reports and the like, the documentation is dependent on the harmonized standard and assessment system applied.
